Job Overview:
The Programme Analyst for Public Policy and Participation plays a vital role in the UNFPA Cuba Country Office, reporting directly to the Head of Office. This position is designed to provide both technical and operational support in the design, implementation, and monitoring of interventions aimed at strengthening public policies and enhancing citizen participation. The Analyst will focus on integrating Sexual and Reproductive Health (SRH) actions into local and national frameworks, particularly emphasizing the prevention of adolescent pregnancy. The role requires collaboration with various stakeholders, including government entities, civil society organizations, and academic institutions, to ensure that programmatic strategies are responsive to the needs of the population and effectively enhance public policy impact. The Analyst will also be responsible for ensuring that project monitoring and reporting adhere to results-based management principles and quality standards, thereby contributing to the overall success of the UNFPA Country Programme in Cuba.

Duties and Responsibilities:
The Programme Analyst will undertake a comprehensive set of responsibilities, including:

• Analyzing the political, socio-economic, population, and health situations relevant to UNFPA's mandate, identifying strategic areas for intervention, particularly focusing on adolescents, youth, and women.
• Collaborating with a diverse range of partners to conceptualize, formulate, and design projects related to Sexual and Reproductive Health (SRH) and Population and Development (P&D), employing innovative approaches and models.
• Overseeing the timely and efficient implementation of SRH and P&D programs, including regular coordination meetings with internal and external stakeholders.
• Monitoring program expenditures and disbursements to ensure alignment with approved budgets, while providing recommendations for corrective measures when necessary.
• Engaging strategic partners to support project implementation and facilitating the work of consultants and experts involved in the program.
• Contributing to the monitoring and evaluation of projects, developing new approaches and tools, and documenting knowledge about trends and gaps in SRH.
• Identifying research needs and contributing to defining research priorities and objectives.
• Facilitating advocacy activities related to SRH, preparing and disseminating information for evidence-based advocacy.
• Supporting communication and resource mobilization efforts by compiling and presenting documents for public events and dialogues. 1
• Establishing and maintaining networks with donors, civil society organizations, and decision-makers to support public policy implementation. 1
• Providing input into various reports and documents, including annual and progress reports, donor reports, and strategic documents. 1
• Performing any other tasks as required by the supervisor.

Required Qualifications:
Candidates must possess a Master’s degree in Social Sciences, Law, Public Policy, Public Administration, or other related fields relevant to the UNFPA mandate. Additionally, candidates should have progressively relevant experience in project coordination and/or research within UNFPA's areas of focus. Specialized knowledge of international and national development policies, populations, and related activities is essential. Experience in planning, implementing, and reporting within the UN System is considered an advantage. Strong analytical skills, excellent writing and oral communication abilities, and exceptional interpersonal and negotiation skills are required. Advanced computer skills are mandatory for this position.

Educational Background:
The educational requirement for this position is a Master’s degree in a relevant field such as Social Sciences, Law, Public Policy, or Public Administration. This advanced degree is crucial as it provides the necessary theoretical and practical knowledge to effectively engage with the complexities of public policy and citizen participation, particularly in the context of Sexual and Reproductive Health and Population Development.

Experience:
Candidates should have a minimum of several years of progressively relevant experience in project coordination and/or research, particularly in areas aligned with UNFPA's mandate. This experience should demonstrate a strong understanding of international and national development policies, as well as practical skills in planning, implementing, and reporting on projects within the UN System. The ability to analyze complex socio-economic and health situations and to engage effectively with a variety of stakeholders is essential for success in this role.

Languages:
Fluency in Spanish is required for this position, as it is the primary language of communication within the UNFPA Cuba Country Office. Additionally, a working knowledge of English is required, enabling effective communication with international partners and stakeholders. Proficiency in other languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and contexts.
