The Humanitarian Cash Transfer (HCT) Beneficiary Data Associate position is crucial for supporting UNICEF's humanitarian cash transfer programs in Vietnam. This role involves managing and validating beneficiary data to ensure that assistance reaches those in need effectively and efficiently. The associate will work closely with various teams, including the Social Policy and Governance Section, Technology for Development, and local government counterparts, to enhance data management systems. The position is part of a broader initiative to improve emergency preparedness and response, aligning with UNICEF's Core Commitments for Children in Humanitarian Action. The associate will utilize UNICEF's digital solution, HOPE, to facilitate the secure collection and processing of beneficiary data, which is essential for delivering timely and accountable cash assistance during emergencies.

Duties and Responsibilities:
The duties and responsibilities of the Humanitarian Cash Transfer (HCT) Beneficiary Data Associate include:

• Supporting beneficiary data registration, validation, and management by reviewing data submitted by local governments and field coordinators, identifying duplicates, and ensuring data quality.
• Converting beneficiary information into UNICEF's HOPE standard templates and maintaining accurate records in collaboration with field coordinators.
• Working with Programme Officers and Technology for Development Officers to validate data before and after import into HOPE.
• Managing beneficiary grievances by processing data updates through the HOPE grievance management system and organizing grievance tickets for reconciliation and audit purposes.
• Supporting the development of digital beneficiary registration systems by collaborating with the Global HOPE Team and conducting user testing to ensure accurate data import.
• Identifying opportunities for improving beneficiary data management processes and recommending digital tools and solutions.

Required Qualifications:
Candidates must possess strong analytical skills and attention to detail to ensure data accuracy and integrity. They should have experience in data management and familiarity with digital data collection tools. Additionally, candidates should demonstrate adaptability and flexibility in a fast-paced environment, as well as strong communication skills to collaborate effectively with various stakeholders. Knowledge of humanitarian cash transfer programs and experience working in emergency contexts would be advantageous.

Educational Background:
A bachelor's degree in social sciences, information technology, data management, or a related field is required for this position. Candidates with advanced degrees or specialized training in data management or humanitarian assistance will be given preference. Relevant certifications in data analysis or project management may also be beneficial.

Experience:
Candidates should have at least 1-2 years of experience in data management, preferably within the humanitarian sector. Experience working with government agencies or international organizations in emergency response contexts is highly desirable. Familiarity with cash transfer programming and beneficiary data management systems will be considered an asset.

Languages:
Fluency in Vietnamese is mandatory for this position, as the role involves working closely with local governments and beneficiaries. Proficiency in English is also required to communicate effectively with international teams and stakeholders. Additional language skills relevant to the local context may be considered an advantage.

Additional Notes:
This position is a part-time, short-term assignment based in Hanoi, Vietnam. The selected candidate will receive a Monthly Volunteer Living Allowance (VLA) of VND 9,372,678, along with comprehensive health, life, and malicious acts insurance coverage. The role is part of the National UN Volunteer program, and candidates should be aware that inclusion in the UNV HER Roster does not guarantee recruitment.
