Job Overview:
The Lead Mechanical, Electrical and Plumbing (MEP) Engineer position is a critical role that combines remote technical support with on-site missions to enhance health infrastructure projects in Tuvalu. This role is designed to provide essential technical expertise to strengthen the health system in a Small Island Developing State. The MEP Engineer will work closely with the Project Manager and Site Engineer, offering independent technical support throughout the construction, testing, commissioning, and handover phases of health facilities. The position requires a blend of remote work and targeted site missions, allowing for significant professional growth and impact in a challenging environment. The MEP Engineer will be responsible for ensuring compliance with contract requirements, approved designs, and applicable standards, while also providing technical advice and recommendations to the Project Manager. The role is structured as a retainer position, meaning that the engineer will provide expertise on an as-needed basis, with the expectation of participating in two to three site missions during the contract period.

Duties and Responsibilities:
The MEP Engineer will have a comprehensive set of responsibilities, including:
  • Technical and Construction Support: Assisting the Project Manager and Site Engineer in verifying that MEP works are executed according to the contract and approved designs. This includes reviewing shop drawings, material submissions, Requests for Information (RFIs), equipment schedules, method statements, Inspections and Test Plans (ITPs), commissioning procedures, Operation and Maintenance (O&M) manuals, and as-built drawings. The engineer will also provide written technical comments and recommendations, participate in online technical meetings, and maintain a register of technical reviews and outstanding actions.
  • Site Missions: Conducting site missions as directed by the Project Manager during critical construction milestones to inspect installation quality and witness testing and commissioning. This includes supporting Practical Completion, Final Completion, and DNP inspections.
  • Quality Assurance: Inspecting MEP installations for compliance with approved drawings and specifications, reviewing Contractor QA/QC documentation, and identifying non-conformities.
  • MEP Systems: Providing technical support for the review, construction oversight, quality assurance, testing, and commissioning of various building services systems, including mechanical, electrical, plumbing, fire protection, and vertical transportation systems.
  • Commissioning & Handover: Reviewing commissioning plans, verifying O&M manuals, warranties, spare parts, and as-built drawings, and supporting practical completion and user training.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related fields, along with 7 years of relevant experience. Alternatively, a Master’s degree (or equivalent) in the same fields with 5 years of relevant experience is acceptable. Additionally, professional registration as a Professional Engineer or Chartered Engineer is highly desirable. Candidates should demonstrate a strong understanding of MEP systems and their application in health facilities, particularly in challenging environments.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related fields. A Master’s degree in any of these areas is preferred, especially for candidates with fewer years of experience. The educational qualifications should be complemented by relevant professional certifications or registrations, which enhance the candidate's credibility and expertise in the field.

Experience:
The position requires relevant experience in the design review, construction supervision, installation, testing, or commissioning of health facilities building-services systems. Candidates should have experience working in Pacific Small Island Developing States (SIDS) or similar logistically constrained environments. Demonstrated experience on at least two healthcare or similarly complex institutional facilities is essential. Experience in construction-stage submittal review, site quality assurance, and multidisciplinary coordination across mechanical and electrical systems is also required. Familiarity with medical-gas systems, essential power systems, and renewable energy integration is desirable, as is experience with international development-financed projects.

Languages:
Fluency in English is mandatory for this position, as the role requires clear communication and the ability to prepare concise technical documentation. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders or project partners.

Additional Notes:
This position is a retainer contract with a duration of twelve months, allowing for a maximum of 100 working days. The role is classified at a mid-level seniority, specifically ICS Level 1
