Job Overview:
The CCCM Assistant (SMS Technical Assistant) plays a crucial role in the implementation, monitoring, and quality assurance of shelter, Disaster Risk Reduction (DRR), landslide risk mitigation, and Nature-based Solutions (NbS) schemes within the Rohingya camps. This position requires collaboration with the Shelter and Settlement Specialist and the Camp Manager, with technical guidance provided by them. The Technical Assistant will report directly to the CCCM Manager and is responsible for offering day-to-day technical guidance in the camps, supervising both skilled and unskilled Cash-for-Work (CFW) workers, and engaging the Rohingya community in discussions related to the implementation of various projects. The role is vital for ensuring that the CFW workers attend their duties and that the projects are executed effectively and in accordance with established standards.
Duties and Responsibilities:
The duties and responsibilities of the CCCM Assistant include providing technical support to the Technical Officer, Team Leader, and Shelter and Settlement Specialist in the layout, design, and preparation of Bills of Quantities (BoQs) for shelter, DRR, landslide mitigation, and NbS schemes, ensuring compliance with relevant standards. The Assistant will conduct daily field implementation of ongoing activities to ensure adherence to quality and safety standards, addressing any technical issues that arise promptly. Additionally, the Assistant will supervise skilled and unskilled CFW workers during implementation, ensuring productivity and safety compliance while effectively utilizing materials. Engaging with the Rohingya communities is essential to raise awareness, gather feedback, and integrate community perspectives into the implementation of schemes and activities. The Assistant will also support the technical officer and team leaders in preparing weekly activity updates and progress reports for submission to the CCCM Manager. Tracking and reporting material usage, forecasting consumable needs, and ensuring timely procurement requests are also part of the responsibilities. Maintaining proper records of materials, tools, and equipment used in activities is crucial for compliance with DRC inventory and documentation procedures. The Assistant will facilitate basic technical orientations and on-the-job coaching for CFW workers and community members to build capacity in shelter, DRR, and NbS techniques. Ensuring that all CFW workers adhere to safety standards and use personal protective equipment (PPE) during implementation is mandatory. The Assistant will fill out scheme monitoring checklists and submit updates to supervisors while collaborating with communities on the implementation of Community-Led Projects (CLPs). Promoting adherence to DRC’s Code of Conduct, safeguarding, and PSEA principles among all workers and community members engaged in activities is also a key responsibility. The Assistant may be assigned other relevant tasks by the Team Leader or Camp Managers as needed.
Required Qualifications:
The position requires a minimum of 1 year of experience in site improvement, site development, shelter construction, hazard mitigation, or related engineering/technical work. Experience working in Rohingya camps or similar humanitarian contexts is considered an asset. The candidate should have experience supervising volunteers or CFW workers in community projects. Strong communication and coordination skills are essential for effective collaboration with communities, NGOs, and other stakeholders. Proficiency in Microsoft Excel and the ability to design and maintain tracking tools are necessary. Knowledge of inventory management and logistics procedures is also required. The candidate must be willing to work flexible hours, including Fridays and holidays, if required.
Educational Background:
A Bachelor’s degree in Civil Engineering or a related field is required for this position. This educational background provides the necessary technical knowledge and skills to effectively carry out the responsibilities associated with the role.
Experience:
The ideal candidate should have at least 1 year of relevant experience in site improvement, site development, shelter construction, hazard mitigation, or related engineering/technical work. Experience in humanitarian contexts, particularly in Rohingya camps, is highly valued and will enhance the candidate's ability to perform effectively in this role.
Languages:
Proficiency in English at an advanced level is mandatory, as well as proficiency in Bengali at an advanced level. Knowledge of the Chittagonian or Rohingya dialect is considered an advantage, as it will facilitate better communication with the local communities.
