Job Overview:
The Procurement Specialist position is crucial for an upcoming World Bank-funded health project in Sudan, aimed at restoring access to essential health and nutrition services. The project is expected to commence in February 2027 and last for three years. The Procurement Specialist will oversee all procurement activities, ensuring compliance with World Bank Procurement Regulations, which emphasizes transparency, value for money, and timely delivery of goods and services. This role involves managing a high-risk and complex procurement function, given the scale of medical supplies and equipment involved. The Specialist will report to the Project Director and work closely with the World Bank Procurement team, developing and updating the Project Procurement Plan, preparing procurement documents, and managing procurement review processes. The position also entails coordinating with UN agencies and providing training to state-level procurement staff, making it a pivotal role in the successful implementation of the project.

Duties and Responsibilities:
The Procurement Specialist will be responsible for a comprehensive range of duties, including but not limited to: managing all procurement activities in accordance with World Bank regulations; developing and maintaining the Project Procurement Plan in the World Bank's STEP system; preparing procurement documents such as bidding documents, requests for proposals, and evaluation criteria; leading the procurement of goods, services, and works; managing Procurement Review Committees and maintaining procurement files for audits; coordinating with UN agencies on procurement arrangements; screening contractors and suppliers against sanctions lists; providing procurement training and mentoring to state-level staff and sub-partner procurement focal points; ensuring compliance with anti-corruption guidelines; and reporting on procurement activities to the Project Director and World Bank team.

Required Qualifications:
Candidates must possess a degree in procurement, supply chain management, business administration, law, engineering, or a related field, with a Master's degree preferred. A CIPS certification is considered an advantage. The role requires a minimum of 8 years of experience in procurement for international development projects, with at least 5 years specifically under World Bank procurement regulations. Demonstrated experience in procuring medical goods and supplies in humanitarian or fragile contexts is essential, along with proficiency in the World Bank STEP system and knowledge of anti-corruption guidelines and sanctions screening procedures.

Educational Background:
The educational background required for this position includes a degree in a relevant field such as procurement, supply chain management, business administration, law, or engineering. A Master's degree is preferred, indicating a higher level of expertise and understanding of complex procurement processes. Additionally, a CIPS certification would be beneficial, showcasing a commitment to professional standards in procurement and supply chain management.

Experience:
The position requires substantial experience, specifically a minimum of 8 years in procurement roles related to international development projects.
