Job Overview:
The Community Engagement Program Manager (CEPM) will play a pivotal role in the Kansas Office for Refugees (KSOR), which acts as a Replacement Designee for the state of Kansas. This position is crucial for administering the Refugee Cash and Medical Assistance (CMA) program and Refugee Support Services (RSS) program in compliance with the Office of Refugee Resettlement (ORR) regulations. The CEPM will support the KSOR Director and Deputy Director in planning and managing the transition to a state-centric model of refugee resettlement. This role involves coordinating communication and collaboration with the State of Kansas, KSOR departments, and external partners to ensure effective service delivery. The CEPM will also be responsible for organizing community events, stakeholder meetings, and training sessions to foster integration and support for refugees, asylees, and other immigrants. This position is expected to end on September 30, 2027, and requires a proactive approach to community engagement and outreach.

Required Qualifications:
Candidates should possess a Bachelor’s degree from an accredited college or university, with a preference for those with 2-3 years of relevant professional experience. Experience in website maintenance is also preferred. A flexible work attitude and the ability to meet unexpected demands are essential. Prior volunteer or professional experience in community development or volunteer coordination is strongly preferred, as is experience working with refugee and/or immigrant populations. Strong relationship-building, diplomacy, and networking skills are necessary, along with the ability to communicate effectively in a multicultural environment. Candidates should be self-starters with excellent problem-solving skills and the ability to manage multiple tasks and prioritize effectively. Self-direction and initiative are important for taking the lead and following through to completion.
Educational Background:
A Bachelor’s degree from an accredited institution is preferred for this position, providing a foundational understanding of community engagement, social services, or related fields. Additional certifications or training in community development, social work, or refugee services may enhance a candidate's qualifications.
Experience:
The ideal candidate should have 2-3 years of related professional experience, particularly in roles that involve community engagement, program management, or working with refugee and immigrant populations. Experience in strategic planning and implementation of community services is highly valued, as is familiarity with the challenges faced by ORR-eligible populations.
Languages:
Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages relevant to the refugee and immigrant communities in Kansas would be considered a valuable asset, enhancing communication and outreach efforts.
Additional Notes:
This position is hybrid, requiring monthly meetings at the KSOR office in Wichita, Kansas, with up to 30% statewide travel expected for meetings and events. The working environment includes a combination of standard office settings, remote work, and field time within the service delivery area. Candidates should be prepared for potential weekend and evening work. The compensation for this role ranges from $63,296.10 to $66,760.23 per year, depending on various factors such as the labor market, job type, internal equity, and budget considerations. - Providing technical support for the strategic planning and implementation of the RSS program transition to the State of Kansas, ensuring effective communication and coordination throughout the process.
- Acting as the primary point of contact for KSOR to the State of Kansas and serving as a liaison regarding the RSS portfolio.
- Interpreting Kansas State and Federal policy and regulatory changes that impact RSS program operations.
- Developing and executing a community engagement strategy that promotes the well-being of local communities and ORR-eligible populations in Kansas.
- Collaborating with resettlement providers to ensure access to essential services for ORR-eligible populations.
- Planning and implementing outreach initiatives to amplify messaging about refugee resettlement and community support.
- Organizing and promoting participation in community events, including coordinating logistics.
- Managing and curating the KSOR website, newsletters, and communication resources.
- Supporting the development of State grant-related reports and executing the KSOR communication plan. 1
