Job Overview:
The Change and Project ManagerChange Management position at the EIB is a pivotal role within the Group Information Systems Directorate, specifically in the Digital Transformation & Innovation Department. The successful candidate will be responsible for planning, coordinating, and implementing change management activities that support digital transformation initiatives across the EIB Group. This role requires a strong understanding of the EIB Groupwide Change Management Framework and the ability to facilitate the rollout of a federated Change Management model. The position emphasizes stakeholder engagement, organizational readiness, and the effective adoption of new applications and solutions developed by the GIS Directorate. The role demands close collaboration with business users to ensure that changes are embraced efficiently and that the organization is prepared for the transition to new systems and processes.

Duties and Responsibilities:
The duties and responsibilities of the Change and Project Manager include coordinating change management for assigned digital transformation initiatives in accordance with the EIBG Change Management Framework and project governance. The manager will contribute to the implementation and continuous improvement of the EIB Group Change Management Framework, support the deployment of the federated Change Management operating model, and enable local change agents while building feedback loops from business directorates. Conducting stakeholder analysis, change impact assessments, and organizational readiness assessments will be essential, along with facilitating workshops and stakeholder engagement sessions to gather input and clarify change impacts. The manager will identify change-related risks, propose mitigation actions, and collaborate with business stakeholders and GIS delivery teams to maximize transformation outcomes. Additionally, tracking adoption, user readiness, and behavioral indicators will be part of the responsibilities to support benefits realization activities.

Required Qualifications:
Candidates must possess a university degree, equivalent to at least a Bachelor’s degree, preferably in fields such as Organisational Change, Business Administration, Communications, Psychology, Information Systems, or a related area. A minimum of 5 years of experience in Change Management, Project Management, Organisational Transformation, or Digital Transformation roles is required. Proven experience in managing complex initiatives involving multiple stakeholders is essential, along with familiarity with change management methodologies and stakeholder engagement activities. Experience in supporting large-scale digital transformation programs is considered an advantage.

Educational Background:
The educational background required for this position includes a university degree, ideally in a relevant field such as Organisational Change, Business Administration, Communications, Psychology, or Information Systems. The degree should be equivalent to at least a Bachelor’s level, ensuring that candidates have a solid foundation in the principles and practices relevant to change management and project management.

Experience:
The position requires at least 5 years of relevant experience in Change Management, Project Management, or related fields. Candidates should have a track record of managing complex initiatives that involve multiple stakeholders and demonstrate a strong understanding of change management methodologies and practices. Experience in digital transformation initiatives is particularly valuable, as the role focuses on supporting the EIB's digital transformation efforts.

Languages:
Proficiency in English is mandatory, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of additional EU languages would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multi-lingual environment. Proficiency is defined as achieving level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
