Job Overview:
The Technical Advisor I, Supply Chain Management CVA is a vital member of the Global Supply Chain Team at CRS. This position is designed to support the development and application of supply chain strategies specifically for cash and voucher assistance (CVA) in both emergency and non-emergency contexts. The advisor will work under the technical guidance of the Advisor II, providing practical support and guidance to regional and Country Program teams. The role involves ensuring that CVA supply chain activities are aligned with CRS's program and operations quality standards, donor requirements, and industry best practices. Duties and Responsibilities:
The Technical Advisor I will be responsible for a comprehensive set of duties, including: identifying gaps in supply chain policies and procedures for CVA programs; providing technical support to regional and Country Offices; contributing to market mapping and project design; supporting agency preparedness efforts through market assessments and procurement options analysis; assisting with agency-wide procurements involving financial service providers and voucher vendors; supporting the deployment of Global Payment Solutions; managing contracting and supplier processes; developing digital solutions for resource transfer delivery; delivering training on supply chain roles in CVA programs; collaborating with key stakeholders to enhance operational preparedness; conducting research and analysis related to CVA supply chains; and maintaining productive relationships with internal and external stakeholders. The advisor may also be required to deploy to support emergency responses and priority Country Office needs as necessary.

Required Qualifications:
Candidates must possess a Bachelor’s degree in international development, economics, supply chain management, or a relevant field. Additionally, a minimum of five to eight years of relevant work experience with progressive responsibilities is required, ideally within an international NGO context. Candidates should have at least three years of international experience implementing or supporting cash and voucher assistance in humanitarian or development sectors, as well as experience with procurement in the humanitarian or public sector. Extensive hands-on experience working with commercial supply chain actors or financial service providers in developing countries is essential, along with experience supporting humanitarian emergency responses.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as international development, economics, or supply chain management. A Master’s degree in a related field is preferred and may enhance a candidate's qualifications for the role.

Experience:
The position requires a significant level of experience, specifically a minimum of five to eight years in relevant work, with at least three years of international experience in cash and voucher assistance. Candidates should have a proven track record of implementing or supporting CVA programs, particularly in humanitarian or development contexts, and experience with procurement processes in these sectors is highly valued.

Languages:
Fluency in English and French is mandatory for this position, as these are the primary languages of communication within the organization. Proficiency in Arabic or Spanish is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

This is a global remote role, with a preference for candidates based in countries where CRS has a legal presence. The position may require international travel up to 40% per year.
