Job Overview: As the Head of Finance for Multilevel Partnerships, you will play a pivotal role in leading the subnational climate finance agenda for the Coalition for High Ambition Multilevel Partnerships (CHAMP). This position requires a strategic mindset and technical leadership to address the subnational climate finance gap through policy influence, advocacy, and implementation support. You will report to the director" style="border-bottom: 1px dotted #007bff !important;">Senior Director of Finance and Private Sector, collaborating closely with various stakeholders including the Senior Urban and Regional Economist and the NDC Partnership. Your expertise in public and blended finance, along with strong diplomatic skills, will be essential in engaging with Ministries of Finance, multilateral banks, and development finance institutions. The role demands the ability to translate country-level lessons into systems-level change, ensuring that climate finance strategies are effectively implemented and monitored across multiple countries.
Duties and Responsibilities: Your primary responsibilities will include leading the design, delivery, and monitoring of the Climate Finance workstream, ensuring coherence between global finance reform efforts and on-the-ground technical assistance in countries like Kenya and Colombia. You will produce actionable analyses that capture enabling conditions for subnational climate finance and translate these findings into practical recommendations for governments and finance actors. Organizing annual knowledge exchange series for officials and stakeholders, coordinating advocacy efforts on subnational access to finance, and supporting technical assistance in CHAMP-endorsing countries are also key duties. Additionally, you will maintain detailed project plans, oversee budgeting and financial monitoring, and develop strategic relationships with key finance institutions to influence subnational finance reform agendas.
Required Qualifications: Candidates must possess a degree in a relevant field such as economics, finance, international development, or public policy. Relevant international experience in climate finance, public finance, or development banking is essential, with a focus on subnational or urban climate investment being highly desirable. A proven track record of advising governments or financial institutions on climate finance policy and investment planning is required, along with a demonstrable understanding of multilateral development banks and climate funds. Strong analytical, writing, and communication skills are necessary to bridge technical finance topics and policy strategies for diverse audiences.
Educational Background: A degree in economics, finance, international development, public policy, or a related field is required for this position. Advanced degrees or specialized training in climate finance or related disciplines may be advantageous.
Experience: Candidates should have relevant international experience in (sub)national climate finance, public finance, or development banking, with a focus on subnational or urban climate investment being particularly valuable. Experience engaging with senior government officials and stakeholders to shape reforms and build consensus around institutional or financial system changes is crucial. Proven programme management skills, including oversight of multi-country projects, are also necessary.
Languages: Proficiency in English is mandatory, and knowledge of additional languages relevant to the regions of operation (such as French or Spanish) would be considered a valuable asset.
Additional Notes: This is a hybrid position requiring 8 days per month in the office, with the possibility of being based in London, The Hague, Addis Ababa, or Nairobi. The potential salary varies based on location, with €82,000 – €103,000 for the Netherlands and £67,000 - £84,000 for the UK. Salary will be determined by local market conditions for other locations. Existing work authorization is required for candidates wishing to be based in the UK or Kenya, as WRI cannot support visa sponsorship for this role in these countries.
