Job Overview:
The NTS/EORE Team Leader plays a crucial role in leading and managing the Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) activities within a designated operational area. This position requires effective supervision of the team, ensuring high-quality implementation of activities, and adherence to national and international standards such as IMAS and NMAS. The Team Leader is responsible for direct oversight of field data collection, community engagement, and reporting. The role demands a proactive approach to team management, including the development of work plans, logistics coordination, and performance monitoring. The Team Leader must ensure that all activities are conducted safely and effectively, contributing to the overall mission of DRC in providing humanitarian assistance and fostering community resilience in conflict-affected areas.

Duties and Responsibilities:
The Team Leader's responsibilities encompass a wide range of tasks, including:

• Team Leadership and Management: Leading, mentoring, and supervising the NTS/EORE team; developing work plans and task allocations; conducting regular team meetings; managing logistics; ensuring adherence to SOPs; identifying training needs; monitoring team welfare and performance; and managing leave applications.
• Technical Implementation & Quality Assurance: Planning and conducting NTS and EORE activities; analyzing data to define hazardous areas; overseeing EORE session design and delivery; ensuring compliance with IMAS and NMAS; and maintaining communication and safety protocols.
• Reporting & Information Management: Compiling and submitting accurate reports on NTS and EORE activities; maintaining meticulous records; and managing digital data collection platforms.
• Liaison, Coordination & Representation: Acting as the primary contact for local authorities and NGOs; coordinating with other mine action actors; representing DRC in community meetings; and fostering community acceptance of project activities.
• Additional tasks as assigned by the Operations Officer or HDP Team Leader.

Required Qualifications:
Candidates must possess a background in humanitarian mine action, with prior experience as a team leader in this field. A minimum of one year of experience in EORE is required, along with desirable IMAS-level 3 qualifications. Strong communication and report writing skills are essential, as well as proficiency in MS Windows, Word, and Excel. The ability to lead a team effectively and manage logistics and performance is crucial for success in this role.

Educational Background:
The educational requirements for this position include secondary education, a team leader course certificate, a basic management course, and a Non-Technical Survey (NTS) course certificate, which is mandatory. An EORE facilitator certificate is desired but not required.

Experience:
The position requires candidates to have a solid level of experience in humanitarian mine action, specifically in conducting non-technical surveys and leading teams. Previous experience as a humanitarian mine action team leader is essential, along with at least one year of experience in EORE activities. Candidates should demonstrate a strong understanding of the operational context and the ability to manage team dynamics effectively.

Languages:
Proficiency in English and Arabic is mandatory for this position. Candidates should be able to communicate effectively in both languages, as they will be required to engage with local communities and stakeholders in the operational area.

Additional Notes:
The contract for this position is for a duration of 12 months, with the possibility of extension based on performance and available funding. The position is classified at the management level (G) and is located in Hama, Syria. The expected start date is to be confirmed.
