Job Overview:
The GCF Liaison Officer will serve as the primary liaison between the GCF Secretariat and Seychelles, providing essential support to the National Designated Authority (NDA) or relevant agency in all matters concerning GCF climate action. This role involves close coordination with stakeholders relevant to GCF activities in the country to ensure seamless execution of country programming, accreditation, readiness support, project preparation, and implementation. The GCF Liaison Officer will be instrumental in bridging the gap between GCF and national institutions, thereby unlocking transformative climate investments. The officer will also assist in developing a climate finance roadmap/framework, enhancing the capacity of the NDA and relevant agencies, and facilitating knowledge transfer among local stakeholders. The position is critical in supporting Seychelles' efforts to achieve its climate objectives as outlined in its updated Nationally Determined Contributions (NDC).
Duties and Responsibilities:
The GCF Liaison Officer will carry out a comprehensive set of responsibilities, including supporting the development of Seychelles' country programme, coordinating consultative processes to identify key areas for results, and assisting in the identification of potential partners for implementation. The officer will engage with the NDA to co-develop terms of reference for readiness support, facilitate stakeholder engagement, and assist in capacity-building initiatives within the Ministry of Environment and other sectors. Responsibilities also include contributing to the development of project ideas, concept notes, and funding proposals, maintaining communication with accredited entities, and preparing country portfolio results reporting. The officer will also support the NDA in organizing relevant events to showcase GCF results and conduct site visits to GCF project sites. Additionally, the officer will provide technical support for ongoing projects and contribute to the preparation of regular reports and policy documents as required.
Required Qualifications:
Candidates must possess a university-level degree in climate change/environmental science, climate economics/finance, economics, engineering, project finance, or a closely related discipline. They should have at least eight years of experience in the public and/or private sector, with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. Proven experience in institutional strengthening and capacity-building within developing economies is essential, along with at least five years of experience in developing climate change investment proposals. Candidates should also have experience addressing climate change issues in Seychelles, strong interpersonal skills, excellent communication abilities, and familiarity with GCF operational mechanisms and funding modalities. A commitment to ethical standards, including integrity and transparency, is also required.
Educational Background:
The position requires a university-level degree in a relevant field such as climate change/environmental science, climate economics/finance, economics, engineering, or project finance. This educational background is crucial for understanding the complexities of climate finance and the necessary skills to engage with various stakeholders effectively.
Experience:
Candidates should have a minimum of eight years of relevant experience in the public and/or private sector, focusing on climate investment and financing initiatives. This experience should include a proven track record in institutional strengthening and capacity-building, particularly in developing economies. Additionally, candidates should have at least five years of experience in successfully developing climate change investment proposals, showcasing their ability to craft compelling funding applications and monitor climate change initiatives.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication. Proficiency in the official languages of Seychelles is highly desirable, as it will facilitate better engagement with local stakeholders and enhance the effectiveness of the GCF Liaison Officer's role.
Additional Notes:
The GCF Liaison Officer will be based in Mon Fleuri, Mahé, Seychelles, and will operate from the offices of the NDA. The initial assignment is for a maximum of 180 working days over a period of 11 months and 29 days, with the possibility of extension based on performance evaluation and funding availability. The daily rate offered for this consultancy is USD 21
