Job Overview:
The Environmental Compliance Specialist will play a crucial role in ensuring that housing, public building, and public infrastructure reconstruction activities in Chuuk adhere to IOM's environmental policies, donor requirements, and national regulations. This consultancy is a results-based, Type 8 consultancy that emphasizes specialized environmental compliance and safeguard support. The consultant will be responsible for conducting environmental screenings, developing and monitoring environmental management instruments, undertaking site inspections, and providing technical guidance to project teams and stakeholders throughout the project implementation period. The position requires a proactive approach to environmental risk assessments and compliance monitoring, ensuring that all project activities align with organizational standards and regulatory frameworks. The consultant will also engage with various stakeholders, including government agencies and community groups, to promote good environmental practices and compliance with environmental standards.

Duties and Responsibilities:
The Environmental Compliance Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: conducting environmental screenings for proposed reconstruction activities, developing Environmental Screening Reports (ESR), and establishing environmental baseline information for project sites. The consultant will be tasked with creating and implementing Environmental Management Plans (EMPs) and other environmental safeguard instruments, conducting regular field inspections to monitor compliance with environmental mitigation measures, and providing technical guidance to project teams and contractors. Additionally, the consultant will prepare environmental monitoring and compliance reports, coordinate with government agencies and stakeholders to ensure adherence to environmental standards, and submit an Environmental Mitigating and Monitoring Plan (EMMP) for all activities. The role also involves conducting site assessments and relocation reviews as needed, supporting routine site inspections, and submitting a final Environmental Compliance Report summarizing all activities and compliance status at the end of the contract period.

Required Qualifications:
Candidates must possess a Master’s degree in Environmental Sciences management or Project/Programme Design, Management & Evaluation. Alternatively, a university degree in a related field with at least five years of relevant professional experience is acceptable. The ideal candidate should have experience in designing and establishing common property natural resource management systems, as well as familiarity with environmental issues specific to outer islands, particularly in the Pacific and Micronesia. Strong analytical skills, attention to detail, and the ability to work collaboratively with diverse stakeholders are essential for this role.

Educational Background:
A Master’s degree in Environmental Sciences management or Project/Programme Design, Management & Evaluation is required. Candidates with a university degree in a related field and five years of relevant professional experience will also be considered. The educational background should reflect a strong foundation in environmental management principles and practices, as well as project design and evaluation methodologies.

Experience:
The position requires a minimum of five years of relevant professional experience in environmental compliance, project management, or a related field. Experience working in the Pacific region, particularly in Micronesia, is highly desirable. Candidates should demonstrate a proven track record of successfully managing environmental compliance projects, conducting risk assessments, and implementing environmental management plans. Familiarity with donor requirements and national regulations related to environmental compliance is also essential.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Micronesia would be considered an asset, as it may facilitate better communication with local stakeholders and communities.

Additional Notes:
This consultancy contract is for a duration of 11 months and is based in Chuuk, Federated States of Micronesia. The position is full-time and requires travel to project sites, including Chuuk lagoon and outer islands. The consultant will be expected to deliver tangible outputs throughout the contract period, including various reports and compliance documentation. The role emphasizes the importance of adhering to IOM's policies and procedures, particularly regarding the prevention of sexual exploitation and abuse, and promoting a respectful work environment.
