Job Overview:
The consultancy position is aimed at enhancing the capacity of UNFPA staff in narrative and financial proposal development, as well as post-award management. The Resource Mobilization and Partnerships Unit at UNFPA ESARO is looking for an experienced consultant to develop a comprehensive training module that will be piloted at a Regional Learning Retreat in November 202

• This initiative is crucial for strengthening the proposal development, programming design, budgeting, and award management skills of Country Offices in the East and Southern Africa region. The consultant will be responsible for creating training materials, facilitating a three-day in-person workshop, and producing a final training package that incorporates participant feedback. The training will focus on institutionalizing a standardized process for proposal development and post-award management across 23 Country Offices, addressing the increasing need for capacity building in a constrained development financing environment.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Curriculum Development & Material Preparation: Design a practical, interactive training module covering seven core topics related to proposal writing and post-award management.
• Prepare and design in-person training for the seven topics using appropriate adult learning methodologies.
• Develop presentations and training materials to pretest the module at the 2026 regional training retreat.
• Create pre- and post-training evaluation tools to assess participant capacity gains.
• Facilitate a three-day interactive regional workshop in South Africa, delivering hands-on practical writing labs, peer-review exercises, logframe simulations, and financial alignment exercises.
• Post-Training Deliverables: Produce a five-page report capturing key training outcomes, participant feedback, lessons learned, and recommendations for strengthening proposal development. Develop a Proposal Development Toolkit comprising practical tools for use by the 23 Country Offices, including a quality checklist and standardized templates. Finalize the toolkit incorporating comments and lessons from the training.

Required Qualifications:
Candidates must possess an advanced university degree in Development Studies, Economics, or a relevant social science discipline. They should have practical experience in resource mobilization, partnerships, and donor engagements. Fluency in English is essential, while knowledge of French and Portuguese is considered an advantage. Candidates must demonstrate experience in module development related to funding and financing for UN agencies and international NGOs, as well as knowledge of Results-Based Management and the Logical Framework Approach. Excellent communication and presentation skills are required, along with a strong understanding of donor requirements and experience in developing successful funding proposals.

Educational Background:
An advanced university degree in Development Studies, Economics, or a relevant social science discipline is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and analytical skills to effectively develop training modules and facilitate workshops focused on proposal development and post-award management.

Experience:
Candidates should have at least 5 years of progressively responsible professional experience in proposal development, grant writing, resource mobilization, or program design. This experience should include knowledge of donor requirements, including those from the EU, Global Fund, FCDO, Sida, GIZ, USAID, and foundations. Proven experience in designing and facilitating adult learning programs, as well as experience working with UN agencies or international organizations, is also required.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNFPA. Knowledge of French and Portuguese is considered a valuable asset, as it may enhance communication with diverse stakeholders and partners in the region.

• The consultant will work remotely for module development, while the in-person training will take place in South Africa. UNFPA will cover travel costs in accordance with its travel policies.
