Job Overview:
The Caribbean OCT and EU Engagement Specialist will be responsible for identifying, developing, and managing strategic partnerships with a diverse range of stakeholders, including governments, regional organizations, international organizations, private sector entities, civil society organizations, and academic institutions within the OCT Caribbean, with a specific focus on the European Union (EU). This role is embedded within the Caribbean operations and requires close coordination with UNOPS liaison offices. The Specialist will play a critical role in implementing UNOPS' engagement strategy in the Caribbean, ensuring that the organization's objectives align with the development needs of Small Island Developing States (SIDS). The position may offer short-term or part-time opportunities on home-based retainer contracts or a full-time open-ended contract, depending on organizational needs.
Duties and Responsibilities:
The Caribbean OCT and EU Engagement Specialist will perform a variety of functions, including: conducting targeted market analysis to assess socio-economic landscapes within the Dutch-speaking Caribbean and OCTs; gathering intelligence on EU funding cycles to align UNOPS' technical capabilities with EU regional priorities; designing and promoting tailored service offerings that address the unique vulnerabilities of SIDS, particularly in climate resilience and sustainable infrastructure; cultivating and managing a robust network of diplomatic, governmental, and private sector contacts to solidify UNOPS as a partner of choice; acting as the primary technical focal point for EU delegations and regional bodies; promoting inter-agency collaboration to synchronize OCT-specific initiatives with broader UN Sustainable Development Cooperation Frameworks; developing high-impact briefing notes and concept papers that articulate UNOPS' value offer; leading the end-to-end development of new business leads; and formulating innovative financing strategies for OCT development projects.
Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Political Science, Communications, or International Relations. Alternatively, a combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the educational requirements. Additionally, candidates should have at least 5 years of experience in international development, including demonstrated experience in developing and executing partnership and program development plans, project development and proposal writing, and acquisition of projects. Experience working with EU Government and/or Caribbean OCTs is required, while establishing partnerships with UN agencies, international development organizations, governments, foundations, international NGOs, or private sector organizations is desired.
Educational Background:
A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Political Science, Communications, or International Relations is required. In lieu of a Master’s degree, a Bachelor's degree combined with an additional 2 years of relevant work experience may be accepted.
Experience:
Candidates should have a minimum of 5 years of experience in international development, with a focus on partnership and program development, project development, and proposal writing. Experience working with EU Government and/or Caribbean OCTs is essential, while prior experience in international organizations, international development, post-disaster, and/or emergency contexts is advantageous.
Languages:
Fluency in English is required, while proficiency in Spanish, Dutch, and French is desirable. Candidates should demonstrate strong communication skills in these languages to effectively engage with diverse stakeholders.

The position is a remote role with a contract duration of one year, with the possibility of extension. The seniority level is mid-level, classified under ICS Level 1
