Job Overview:
The MEAL Officer plays a crucial role in supporting the Sudan crisis localization facility’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system. Reporting to the Technical Adviser, the MEAL Officer is responsible for the daily operations of the Fund’s monitoring tools, data management, and learning processes. This position requires the officer to provide practical support for developmental evaluation, community feedback, and partner learning processes. The MEAL Officer ensures that the Fund’s approach is grounded in timely, high-quality evidence and community insights, thereby enhancing the effectiveness of the programs implemented by DRC.
Duties and Responsibilities:
The MEAL Officer's duties include operating and maintaining the Fund’s MEAL systems, databases, and data collection tools, ensuring they are up-to-date and functional. The officer will coordinate routine and continuous data collection, transitioning from periodic monitoring to real-time learning. Quality assurance of data collection is essential, with a focus on upholding data quality, protection, and confidentiality standards. The officer will ensure data is disaggregated by age, gender, and disability to support gender equality and social inclusion analysis. Additionally, the MEAL Officer will assist the Technical Adviser in developing core MEAL tools, compile monitoring data for reporting cycles, document lessons learned, and support participatory learning sessions. The role also involves coordinating with external Developmental Evaluation teams, supporting community feedback mechanisms, and providing tailored MEAL support to partners, including capacity strengthening and training on data collection tools.
Required Qualifications:
Candidates must possess at least 3 years of professional experience in a MEAL, monitoring, or data-focused role within humanitarian and development organizations. Solid practical skills in data collection, management, cleaning, and basic analysis are required, along with experience using digital data collection tools such as Kobo. Proficiency in common computer packages like Word, Excel, and PowerPoint is essential. The candidate should demonstrate the ability to organize workloads, meet deadlines, and adapt approaches as necessary. Experience working in a cross-cultural team environment and a commitment to confidentiality are also mandatory. Previous experience with local partners and community-based organizations is highly desirable, as is experience working with Dynamics or other ERP systems.
Educational Background:
A university degree in demographics, social sciences, statistics, or MEAL is required, or equivalent practical experience in a related field.
Experience:
The position requires a minimum of 3 years of relevant professional experience in MEAL or data-focused roles, particularly within humanitarian and development contexts. Candidates should have a proven track record of working effectively in diverse and cross-cultural team environments.
Languages:
Full fluency in English, both oral and written, is mandatory. Additionally, full fluency in Arabic, both oral and written, is also required for this position.
Additional Notes:
The position offers a one-year contract with the possibility of extension, subject to funding and performance. The salary and other conditions are in accordance with DRC’s Terms of Employment. The duty station can be in Nairobi (Kenya), Kampala (Uganda), Addis Ababa (Ethiopia), or Juba (South Sudan).
