Job Overview:
The Spot Check Specialist will support UNICEF Philippines in conducting financial spot checks as part of the Harmonized Approach to Cash Transfers (HACT) framework. This role involves verifying the accuracy of financial records, validating reported expenditures, and assessing the status of program implementation. The consultant will conduct both in-situ and remote spot checks, producing factual findings to inform follow-up actions and management oversight. The position is not an audit but rather an assurance activity aimed at ensuring cash transfers are used appropriately and documented correctly. The consultant will work under the guidance of UNICEF's Budget and Finance Specialist and will be responsible for maintaining a live tracker of assigned Implementing Partners (IPs) and their respective statuses.
Duties and Responsibilities:
The Spot Check Specialist will be responsible for conducting HACT financial spot checks for assigned IPs, verifying sampled expenditures, assessing changes in financial management, and documenting findings. Specific duties include: conducting in-situ and remote spot checks using UNICEF-approved templates, verifying expenditures reported through certified FACE forms, assessing the adequacy of supporting documentation, conducting interviews with IP personnel, preparing draft and final spot check reports, and maintaining a tracker of assigned IPs. The consultant will also support UNICEF in strengthening follow-up on high-priority findings and ensure compliance with UNICEF procedures throughout the process.
Required Qualifications:
Candidates must possess a bachelor’s degree in a relevant field, with professional accounting or audit certifications being an asset. A minimum of five years of relevant experience in financial review, audit, assurance, or financial management is required. Candidates should demonstrate experience in preparing clear financial reports and conducting remote and onsite financial verifications. Strong communication skills and the ability to engage with various stakeholders are essential, along with the ability to manage multiple assignments and meet tight deadlines.
Educational Background:
A bachelor’s degree in finance, accounting, or a related field is required. Advanced degrees or professional certifications such as CPA, CA, ACCA, CIMA, or CIA are preferred and may be accepted in lieu of experience. Candidates should have a solid understanding of financial management principles and practices, particularly in the context of donor-funded programs.
Experience:
At least five years of relevant professional experience in financial review, audit, assurance, or internal controls is required. Experience with UNICEF or UN processes, particularly in relation to HACT and FACE forms, is highly desirable. Candidates should have a proven track record of conducting financial reviews and preparing reports that document findings and recommendations.
Languages:
Fluency in English and Tagalog (both verbal and written) is mandatory. Knowledge of local languages is considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the role.

This position is a consultancy role under a Long-Term Agreement (LTA) with UNICEF. The consultant will be expected to work both remotely and in the field as required. The role is full-time, and the consultant will be compensated based on an all-inclusive financial proposal submitted during the application process.
