Job Overview:
The Deputy Regional Advisor, Supply Chain plays a crucial role in providing expert advice, guidance, and support for all Supply Chain Management (SCM) activities across multiple countries in the region. This position is responsible for the design, implementation, and continuous improvement of agile and compliant SCM systems that are essential for high-quality programming. The advisor will work closely with country teams, engaging in regular field travel, and will collaborate with the Global Supply Chain Management (GSCM) team to ensure that regional operations align with global strategies and standards. The incumbent's technical expertise will be vital in ensuring the effectiveness and efficiency of SCM systems while upholding principles of stewardship, integrity, transparency, and accountability.
Duties and Responsibilities:
The role encompasses a wide range of responsibilities including: supporting the development and implementation of regional and agency-wide supply chain strategies, policies, and best practices; providing input on supply chain aspects of proposal development; ensuring procurement decisions align with climate action principles; representing CRS at regional meetings; collaborating with country operations to strengthen supply chain systems; supporting the deployment of ERP systems; reviewing tender documents for compliance; promoting the use of supply chain performance metrics; contributing to knowledge management and capacity building; and ensuring compliance with donor regulations and CRS policies. The advisor will also be responsible for addressing audit findings and implementing corrective actions, thereby enhancing the overall supply chain capacity across the region.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Supply Chain Management, Business Administration, or a related field, along with a minimum of 7 years of progressive experience in international supply chain, logistics, or procurement. Experience with ERP systems, particularly Oracle, is essential. Preferred qualifications include a Master’s degree in a relevant field and professional certifications such as CIPS or APICS. Experience managing large-scale donor programs is also highly desirable.
Educational Background:
The educational requirements for this position include a Bachelor’s degree in Supply Chain Management, Business Administration, or a related field. A Master’s degree is preferred and can enhance the candidate's qualifications, particularly for those seeking to advance in the field of supply chain management.
Experience:
The position requires a minimum of 7 years of progressive experience in international supply chain, logistics, or procurement. Candidates should have a proven track record of managing complex supply chain operations and should be familiar with the challenges and best practices in the field. Languages:
Fluency in English and French is mandatory for this position, as these languages are essential for effective communication within the organization and with external stakeholders. Additional Notes:
This position does not have supervisory responsibilities but involves providing technical advice and support to CRS country programs. The role requires a willingness to travel up to 30% of the time to various CRS country programs to provide on-the-ground support and strengthen supply chain capacity.
