Job Overview:
The ICLA Programme Development Manager will play a crucial role in the design, development, and implementation of the Information, Counselling and Legal Assistance (ICLA) programme in Haiti. This position is responsible for ensuring programme quality assurance, providing technical supervision, engaging with donors, and representing the ICLA programme. The primary focus of the ICLA programme is to advocate for the rights of individuals affected by displacement, enabling them to claim their legal rights, including legal identity, housing, land, and property rights. The manager will conduct contextual analyses to inform programme design, develop strategies and guidelines, and lead proposal writing processes to diversify funding sources. The role also involves supporting the development of assessments and ensuring a solid monitoring and evaluation framework is in place to measure the impact of ICLA activities.
Duties and Responsibilities:
The ICLA Programme Development Manager will be responsible for a variety of duties, including conducting contextual ICLA analyses to inform programme design, particularly in hard-to-reach areas. They will design ICLA activities and implementation models, develop strategies and technical guidelines, and ensure alignment with national strategies and global protection frameworks. The manager will lead proposal writing and program development processes, support the implementation of assessments, and develop high-quality project proposals and budgets in collaboration with the Head of Program and Field Staff. Additionally, they will ensure a robust monitoring and evaluation framework is established, contribute to the development of analytical tools, and promote capacity building for ICLA staff on M&E standards and data analysis.
Required Qualifications:
Candidates must possess a minimum of three years of experience in a senior-level project implementation role within a humanitarian or recovery context. They should have documented results related to the responsibilities of the position and possess knowledge of their own leadership skills and profile. Fluency in both French and English, both written and verbal, is mandatory, while knowledge of Haitian Creole is considered an asset. Candidates should also have context-related skills, knowledge, and experience relevant to the position.
Educational Background:
A university degree in Law is preferred, but degrees in social sciences, social work, psychology, protection, or related fields will also be considered. The educational background should align with the responsibilities of the ICLA Programme Development Manager, particularly in relation to legal assistance and protection programming.
Experience:
The position requires professional experience in protection programming, including legal assistance, as well as strong knowledge of legal identity/documentation and Housing, Land, and Property (HLP) programming in humanitarian settings. Candidates should have experience working with vulnerable populations, including victims of conflict and violence, and should be adept at conducting legal and contextual analyses to inform programme design and advocacy. Experience in budget management is also essential, along with a willingness to travel to areas where NRC operates and to spend nights in the field.
Languages:
Fluency in French and English is mandatory for this position, with both written and verbal proficiency required. Knowledge of Haitian Creole is considered an asset and may enhance communication and engagement with local communities.
Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract offered is a fixed national contract signed with ECSI or an international contract for a duration of 12 months, which is renewable subject to funding and performance. The role involves approximately 30% travel to areas of intervention. The salary and benefits are based on grade 9 of NRC’s salary scale, which includes accompanying terms and conditions.
