Job Overview:
The Partnerships Development Advisor position is designed for a senior-level professional who will provide advisory support to strengthen the strategic positioning and program pipeline of the South East Europe Multi-Country Office (SEEMCO) of UNOPS. This role involves identifying and advancing growth opportunities through technical support and institutional engagement, with a focus on enhancing the organization's partnerships and resource mobilization efforts. The advisor will work closely with SEEMCO senior management to develop strategies that align with the evolving landscape of development assistance, particularly in light of decreasing grant funding and the increasing role of International Financial Institutions (IFIs). The position requires a proactive approach to identifying potential partnerships and opportunities for program development, ensuring that UNOPS remains competitive and responsive to the needs of its stakeholders.

Duties and Responsibilities:
The incumbent will undertake a variety of responsibilities, including but not limited to: providing strategic advice to SEEMCO senior management on program positioning and portfolio development; supporting the identification and advancement of opportunities that contribute to the expansion of SEEMCO's portfolio; analyzing political, economic, and institutional trends to identify emerging priorities; advising on strategic approaches for positioning UNOPS services; facilitating institutional dialogue with key stakeholders; preparing strategic engagement plans; contributing to negotiations and consultations; and delivering technical support through the preparation and quality assurance of strategic documents and program proposals. The advisor will also represent SEEMCO in various forums and contribute to knowledge-sharing activities to enhance the capacity of SEEMCO personnel.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as Public Affairs, International Relations, Law, Social Science, Communications, or Politics, along with a minimum of 7 years of relevant experience. Alternatively, candidates with a first-level university degree and 9 years of relevant experience, or those with a secondary school diploma and 13 years of relevant experience will also be considered. The role requires a strong background in partnership development and resource mobilization, with at least 2 years of experience in leadership or key expert positions.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields related to public affairs, international relations, law, social sciences, communications, or politics. Candidates with a first-level university degree or a secondary school diploma combined with extensive relevant experience may also qualify. This educational foundation is essential for understanding the complexities of international development and the strategic engagement required for successful partnerships.

Experience:
The position requires relevant work experience in partnership development and resource mobilization, with a minimum of 2 years in leadership or key expert roles. Candidates should demonstrate a proven track record of successfully engaging with stakeholders, developing strategic initiatives, and contributing to program growth in a complex international context. Experience in working with International Financial Institutions and government entities is particularly valuable.

Languages:
Fluency in English is mandatory for this position, while proficiency in Serbian, Montenegrin, Bosnian, Croatian, and Macedonian is desirable. The ability to communicate effectively in multiple languages will enhance the advisor's capacity to engage with diverse stakeholders and facilitate partnerships across the region.

The position is a retainer contract with a duration of up to 50 working days over a period of up to 12 months. It is categorized at the senior level (ICS 11) and is home-based, allowing for flexibility in work arrangements.
