National Consultant to Guide the Development of a Comprehensive CSE Overview

Job Overview:
The position of National Consultant is crucial for the operationalization of Comprehensive Sexuality Education (CSE) within Rwanda's educational framework. The consultant will collaborate with the Rwanda Basic Education Board (REB) and a team of CSE master trainers to develop a comprehensive overview document that will serve as a guiding tool for policymakers. This document aims to bridge the gap between curricular materials and effective policy oversight, ensuring that stakeholders are equipped with the necessary tools to advocate for and implement CSE effectively. The consultant will be responsible for mapping CSE content across all educational levels, formulating a robust monitoring and evaluation framework, and establishing accountability mechanisms to enhance the quality and impact of CSE in schools.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Mapping and structuring CSE curricular content by outlining core topics, sub-topics, and specific learning objectives for each educational level.
• Developing a detailed curriculum matrix that maps CSE topics across primary, lower secondary, and upper secondary education levels, identifying corresponding subjects and grade levels.
• Formulating a monitoring and evaluation (M&E) framework that defines robust mechanisms for tracking the implementation and quality of CSE delivery in schools.
• Establishing accountability mechanisms by outlining operational guidance and metrics for government and CSE implementers to ensure program rollout and quality assurance.
• Producing a concise, well-structured overview document tailored for policymakers to inform and support high-level advocacy for CSE.

Required Qualifications:
Candidates must possess an advanced (Masters) degree in public health, education, curriculum development, educational planning, social sciences, gender studies, or a related field. Additionally, they should have at least 5 years of professional experience in education programming, curriculum development, or education systems strengthening, with a proven track record in Comprehensive Sexuality Education (CSE) programming. Experience working with the Rwanda Basic Education Board (REB) is highly desirable. Strong analytical, report writing, and stakeholder facilitation skills are essential, along with an excellent command of written and spoken English. Knowledge of Kinyarwanda is considered an advantage.

Educational Background:
The educational background required for this position includes an advanced (Masters) degree in relevant fields such as public health, education, curriculum development, educational planning, social sciences, or gender studies. This advanced degree is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the development of CSE materials and frameworks.

Experience:
The position requires a minimum of 5 years of professional experience in areas related to education programming, curriculum development, or education systems strengthening. Candidates should have demonstrated experience in Comprehensive Sexuality Education (CSE) programming, with a strong emphasis on practical application and impact assessment. Previous collaboration with the Rwanda Basic Education Board (REB) is a significant asset that will enhance the candidate's suitability for this role.

Languages:
Fluency in written and spoken English is mandatory for this position, as the consultant will be required to produce high-quality documentation and engage with various stakeholders. A working knowledge of Kinyarwanda is considered advantageous, as it may facilitate communication with local partners and enhance the consultant's effectiveness in the Rwandan context.
