Job Overview:
The Program Technical Manager is responsible for overseeing the i-Work Program, ensuring that it meets high-quality standards and aligns with VSO's mission of being gender-transformative and disability-inclusive. This role involves strengthening program coherence and fostering innovation through evidence-based interventions aimed at marginalized youth, including women, youth with disabilities, refugees, and internally displaced persons. The manager will work closely with various stakeholders to ensure that the program is effectively implemented and that it meets the needs of the target population. The position requires a strategic vision and the ability to adapt to changing circumstances while maintaining a focus on the program's goals and objectives.

Educational Background:
A bachelor's degree in social sciences, international development, or a related field is required. A master's degree in a relevant discipline is preferred. Additional certifications in project management or related areas will be an advantage.
Experience:
A minimum of 5 years of experience in program management, with a focus on youth development, gender equality, or disability inclusion. Experience working in international development or with NGOs is highly desirable. Proven track record of managing complex projects and leading teams is essential.
Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Ethiopia is an advantage but not required. Proficiency in other languages relevant to the region may also be beneficial.

- Develop and implement the strategic vision for the i-Work Program, ensuring alignment with VSO's mission and values.
- Monitor and evaluate program delivery to ensure it meets quality standards and is responsive to the needs of marginalized youth.
- Collaborate with local partners and stakeholders to enhance program effectiveness and sustainability.
- Lead capacity-building initiatives for staff and volunteers involved in the program.
- Ensure that all program activities are gender-transformative and inclusive of individuals with disabilities.
- Conduct regular assessments and gather evidence to inform program improvements and innovations.
- Prepare and present reports on program progress to senior management and stakeholders.
- Facilitate workshops and training sessions to promote best practices in program implementation.
- Manage program budgets and resources effectively to ensure financial accountability. 1
- Foster a culture of learning and knowledge sharing within the team and across the organization.
Required Qualifications:
- Proven experience in program management, particularly in the field of youth development or social inclusion.

- Excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
- Demonstrated ability to lead and motivate teams in a multicultural environment.

- Proficiency in project management tools and methodologies.
