Job Overview:
The Project Monitoring, Evaluation and Learnings Officer will play a crucial role in implementing the Monitoring, Evaluation, and Learning (MEL) plan at the assigned cluster. This position aligns with the i-Work MERL framework and VSO’s Measuring Impact for Learning and Empowerment (MILE) approach. The officer will be responsible for monitoring project progress, tracking performance against established targets and plans, and ensuring the collection and management of high-quality data. This role also involves supporting assessments and learning activities, contributing to reports, generating evidence, and sharing insights to inform decision-making processes. The ideal candidate will need to demonstrate a commitment to VSO's mission and values, and work collaboratively with various stakeholders to enhance project outcomes.

Duties and Responsibilities:

• Implement the MEL plan effectively at the assigned cluster, ensuring alignment with VSO’s MILE approach.
• Monitor project progress and performance against targets, providing timely updates and recommendations.
• Collect, manage, and analyze quality data to support project assessments and learning activities.
• Contribute to the preparation of reports that reflect project achievements and lessons learned.
• Facilitate workshops and training sessions to enhance the capacity of local partners in monitoring and evaluation practices.
• Collaborate with project teams to integrate learning into project design and implementation.
• Share insights and evidence with stakeholders to inform decision-making and improve project effectiveness.
• Ensure compliance with VSO’s policies and procedures in all MEL activities.

Required Qualifications:

• Strong understanding of monitoring and evaluation principles and practices.
• Proficiency in data collection and analysis methods, including qualitative and quantitative approaches.
• Experience in using MEL frameworks and tools, particularly in the context of international development.
• Excellent communication skills, both written and verbal, with the ability to present complex information clearly.
• Strong organizational skills and the ability to manage multiple tasks and deadlines effectively.
• Demonstrated ability to work collaboratively in a team environment and build relationships with diverse stakeholders.

Educational Background:
A bachelor’s degree in a relevant field such as social sciences, development studies, or statistics is required. A master’s degree in a related discipline is preferred and may enhance the candidate's competitiveness for the role.

Experience:
A minimum of 3 years of experience in monitoring and evaluation, preferably within the international development sector. Experience working with NGOs or similar organizations is highly desirable. Familiarity with project management and implementation processes will be an advantage.

Languages:
Fluency in English is mandatory, both spoken and written. Knowledge of local languages spoken in Ethiopia is an asset and will be considered a plus.
