Job Overview:
The Administrative Officer will play a crucial role in coordinating effective and efficient administrative services for the Syria Office of Catholic Relief Services. This position is essential in ensuring that the administrative systems, policies, and procedures align with the agency's standards and comply with donor and local regulations. The Administrative Officer will be responsible for managing resources effectively, ensuring high-quality service delivery, and maintaining a safe work environment. This role requires engagement with external stakeholders, including government officials and service providers, to ensure that all necessary authorizations and documentation are current. The position is open to national staff and is based in Damascus, Syria, where the officer will also coordinate travel and logistics support for staff and visitors, as well as event planning activities such as trainings and workshops.
Duties and Responsibilities:
The Administrative Officer will have a wide range of responsibilities, including but not limited to: coordinating and reporting on administrative activities and resource requirements to ensure cost-efficient service delivery; ensuring that administrative systems and processes comply with agency standards and local laws; engaging with external stakeholders on administrative matters; managing the use of Country Program assets and rented facilities; overseeing the procurement of office materials and asset management; identifying safety issues and ensuring a safe work environment; coordinating travel and logistics support for staff and visitors; planning events such as delegation visits and trainings; processing vendor bills in a timely manner; and tracking maintenance requests to ensure timely resolution of issues in the Country Program and Guest House.
Required Qualifications:
Candidates must possess a high school diploma, with a bachelor's degree in business administration or a relevant field preferred. A minimum of 3-5 years of work experience in administrative support functions is required, with increasing levels of responsibility. Preferred qualifications include experience with local or international NGOs/INGOs, proficiency in MS Office applications (Excel, Word, PowerPoint, Visio), and strong organizational and planning skills. Excellent communication, networking, negotiating, and interpersonal skills are also essential for this role.
Educational Background:
The position requires at least a high school diploma, with a preference for candidates holding a bachelor's degree in business administration or a related field. Additional education may be considered as a substitute for some experience, highlighting the importance of both formal education and practical experience in administrative roles.
Experience:
The ideal candidate should have a minimum of 3-5 years of relevant work experience in administrative support functions. This experience should demonstrate increasing responsibility and the ability to manage various administrative tasks effectively. Experience in a local or international NGO/INGO setting is preferred, as it provides valuable insight into the unique challenges and requirements of working in humanitarian contexts.
Languages:
Fluency in Arabic is mandatory, along with a good knowledge of English. This bilingual requirement is crucial for effective communication within the organization and with external stakeholders, ensuring that the Administrative Officer can perform their duties efficiently in a diverse environment.

The position is based in Damascus, Syria, and is open to national staff. The successful candidate must be willing to travel up to 20% of the time.
