Job Overview:
The Policy Manager will provide technical leadership in policy and advocacy for the Work opportunities for Young women through Internship (i-Work) program. This role is crucial in creating an enabling environment for inclusive, gender-responsive youth internships within the Ethiopian civil service. The Policy Manager will be responsible for developing and implementing strategies that promote youth engagement and ensure that policies are aligned with the needs of young women in Ethiopia. The position requires a deep understanding of public policy, advocacy, and the socio-economic challenges faced by youth, particularly young women. The successful candidate will work closely with various stakeholders, including government agencies, civil society organizations, and the private sector, to foster collaboration and drive systemic change.

Duties and Responsibilities:

• Lead the development and implementation of policy frameworks that support the i-Work program objectives.
• Conduct research and analysis on youth employment policies and practices, particularly those affecting young women.
• Engage with government officials, policymakers, and other stakeholders to advocate for inclusive policies that promote youth internships.
• Facilitate workshops and training sessions to build capacity among stakeholders on gender-responsive policies.
• Monitor and evaluate the impact of policy initiatives and provide recommendations for improvement.
• Prepare policy briefs, reports, and presentations to communicate findings and advocate for change.
• Collaborate with other organizations and networks to share best practices and lessons learned in youth employment and internships.
• Represent VSO at national and international forums related to youth employment and gender equality.

Required Qualifications:
Candidates must possess a master's degree or equivalent knowledge and skills in Public Policy, Public Administration, Law, Development Studies, Economics, Social Sciences, or a related field. A bachelor’s degree may be considered if accompanied by exceptional relevant experience. Strong analytical and communication skills are essential, along with the ability to work collaboratively with diverse groups. Candidates should demonstrate a commitment to gender equality and youth empowerment.

Educational Background:
A master's degree in a relevant field is required, with a strong emphasis on public policy and administration. Candidates with a bachelor’s degree and significant relevant experience may also be considered. Continuous professional development in areas related to policy advocacy and youth employment is highly desirable.

Experience:
The ideal candidate should have substantial experience in policy development and advocacy, particularly in the context of youth employment and gender issues. Experience working with government agencies, NGOs, or international organizations is preferred. A proven track record of successfully influencing policy change and engaging stakeholders is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Amharic or other local languages is an advantage, as it will facilitate better communication with local stakeholders and communities.

Additional Notes:
The position is based in Addis Ababa, Ethiopia. VSO reserves the right to close this job early if a sufficient number of applications are received.
