Job Overview:
The Outreach Officer plays a pivotal role in the 'Razem na Rynku Pracy' (RMW) project, which is financed by the Labor Fund under the Sectoral Activation Program for Foreigners for 202
  • This position is primarily responsible for participant recruitment and outreach, ensuring that the project meets its target of enrolling 1,500 participants. The Outreach Officer will lead multi-channel sourcing efforts that support the project's components related to language, vocational training, and labor rights. The role involves reaching out to foreign nationals in the project's target regions, providing them with information, and facilitating their registration into the program. The Outreach Officer will also ensure a seamless transition for participants into the diagnosis and Individual Action Plan (IPD) process, confirming that all necessary activities and services are delivered effectively.

Duties and Responsibilities:
The Outreach Officer's duties include planning and executing outreach strategies across various channels, such as online registration, field activities, community workshops, and local events. The officer will represent the project at job fairs and community events to raise awareness and attract eligible participants. They will handle inquiries from potential participants, providing accurate information and screening candidates based on eligibility criteria, including legal residency in Poland and age. The officer will be responsible for registering participants, maintaining accurate records in systems like KOBO and CommCare, and ensuring that all participant data is collected with informed consent. Additionally, the Outreach Officer will monitor recruitment progress, report to the Project Management Lead, and contribute to maintaining data quality for monitoring dashboards. They will also participate in partner coordination meetings to address recruitment challenges and maintain a reserve list of eligible candidates to mitigate participant drop-out.

Required Qualifications:
Candidates must possess a Bachelor’s degree in social sciences, migration studies, social work, or a related field, or have equivalent practical experience. A minimum of 1-2 years of experience in outreach, recruitment, community engagement, or customer-facing roles is required, preferably within the humanitarian, development, or NGO sectors. Experience working with migrant and refugee communities in Poland is highly valued. Familiarity with participant registration and case-management data systems, such as KOBO or CommCare, is considered an asset. The candidate should demonstrate excellent interpersonal and communication skills, with the ability to build trust with individuals from diverse backgrounds, particularly those with experiences of forced migration.

Educational Background:
The position requires a Bachelor’s degree in social sciences, migration studies, social work, or a related field. Equivalent practical experience may also be considered in lieu of formal education. The educational background should ideally provide a solid understanding of social dynamics, migration issues, and community engagement strategies, which are crucial for effectively reaching and supporting the target population.

Experience:
The ideal candidate should have at least 1-2 years of relevant experience in outreach, recruitment, or community engagement roles. Experience working directly with migrant, refugee, or foreign-national communities in Poland is highly desirable. Candidates should be comfortable with proactive outreach efforts, including field visits and community events, and should have a track record of successful participant engagement and recruitment.

Languages:
Fluency in Polish is mandatory for this position, as it is essential for effective communication with participants. Additionally, fluency in Ukrainian and/or Russian is required due to the project's target population. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders.

The position offers a competitive compensation package with a pay rate of 9,000 PLN per month. Compensation may vary based on factors such as the labor market, job type, internal equity, and budget considerations.
