Job Overview:
The Project Monitoring, Evaluation and Learnings Officer will play a crucial role in implementing the Monitoring, Evaluation, and Learning (MEL) plan at the assigned cluster, aligning with the i-Work MERL framework and VSO’s Measuring Impact for Learning and Empowerment (MILE) approach. This position is responsible for monitoring project progress, tracking performance against established targets and plans, and ensuring the collection and management of high-quality data. The officer will support various assessments and learning activities, contribute to the generation of reports, and share insights that inform decision-making processes. The role requires a proactive approach to learning and adaptation, ensuring that the project remains responsive to the needs of the community and stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Project Monitoring, Evaluation and Learnings Officer include but are not limited to:

• Implementing the MEL plan effectively within the assigned cluster, ensuring alignment with VSO’s frameworks.
• Monitoring project progress and performance against targets, providing regular updates and reports to stakeholders.
• Collecting, managing, and analyzing quality data to inform project decisions and improvements.
• Supporting assessments and learning activities to evaluate project impact and effectiveness.
• Contributing to the development of reports that communicate findings and insights to various audiences.
• Collaborating with project teams to ensure that learning is integrated into project design and implementation.
• Engaging with stakeholders to share insights and foster a culture of learning and adaptation.
• Ensuring compliance with VSO’s policies and procedures related to monitoring and evaluation.

Required Qualifications:
Candidates must possess a good Bachelor’s degree or equivalent knowledge and skills in relevant fields such as Statistics, Economics, Development Studies, Social Sciences, Project Management, Data Science, or related disciplines. Additionally, candidates should demonstrate strong analytical skills, proficiency in data management and analysis tools, and the ability to communicate findings effectively to diverse audiences. Familiarity with MEL frameworks and methodologies is highly desirable, as is experience in project management and implementation.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Statistics, Economics, Development Studies, Social Sciences, Project Management, Data Science, or a related area. Candidates with equivalent knowledge and skills gained through experience may also be considered. A strong foundation in research methods and data analysis is essential for success in this role.

Experience:
The ideal candidate should have a proven track record of experience in monitoring and evaluation, preferably within the context of international development projects. Experience in data collection, analysis, and reporting is crucial, along with familiarity with MEL frameworks and methodologies. Candidates should also demonstrate experience in project management and the ability to work collaboratively with diverse teams and stakeholders.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within VSO and with stakeholders. Knowledge of local languages spoken in the project area would be considered an asset, enhancing the ability to engage with communities and stakeholders effectively.
