Job Overview:
The Shelter and Settlement Team Leader is tasked with overseeing the coordination, planning, implementation, and quality assurance of shelter and settlement activities in Rakhine State, Myanmar. This role is crucial in ensuring that shelter interventions are executed in alignment with DRC standards, donor requirements, SPHERE standards, and technical best practices. The Team Leader will provide both technical and operational leadership to Shelter Officers and field teams, ensuring effective project implementation and managing relationships with partners. The position also involves budget monitoring, contributing to project design and strategy development, and ensuring timely reporting and accountability. The Team Leader will act as DRC's technical focal point for shelter programming at the field level and will promote integrated approaches with other sectors such as CCCM, Protection, WASH, and Economic Recovery.
Duties and Responsibilities:
The duties and responsibilities of the Shelter and Settlement Team Leader include leading the implementation of shelter and settlement project activities in accordance with project objectives, work plans, budgets, donor requirements, and DRC procedures. The Team Leader will coordinate technical assessments for shelter construction and related infrastructure works, ensuring quality implementation of shelter assistance through both in-kind and cash-based modalities. Responsibilities also include reviewing and approving technical designs, conducting regular field monitoring visits, supporting the identification of beneficiary needs, and ensuring compliance with DRC Shelter and Settlement SOPs. The Team Leader will oversee the implementation of shelter cash programming activities, supervise distributions, and provide day-to-day technical support to implementing partners. Additionally, the role involves conducting technical trainings, building the capacity of staff and community groups, and ensuring knowledge sharing across project teams. The Team Leader will also manage performance reviews, workload distribution, and procurement processes, while maintaining accurate project records and documentation.
Required Qualifications:
The position requires a Bachelor’s degree or equivalent qualification in Engineering, Social Sciences, Community Development, or other relevant fields. Candidates must have a minimum of 3 years of hands-on experience in shelter, infrastructure, community construction, repair, and community-based programming, particularly in humanitarian response. Experience in cash-based interventions, such as cash-for-repair or conditional cash assistance, is essential. The ideal candidate should have demonstrated experience in supervising construction activities, knowledge of engineering software (AutoCAD/SketchUp), and proficiency in technical assessments and kit distribution. Strong community engagement, negotiation skills, and familiarity with local construction practices in the Rakhine context are also required.
Educational Background:
Candidates must possess a Bachelor’s degree or equivalent qualification in relevant fields such as Engineering, Social Sciences, or Community Development. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage shelter and settlement activities.
Experience:
The position requires a minimum of 3 years of relevant experience in shelter and infrastructure programming, community construction, and humanitarian response. Candidates should have hands-on experience in managing shelter projects, including cash-based interventions, and should be familiar with supervising construction activities and working with community-led processes.
Languages:
Full professional proficiency in English is mandatory for this position. Knowledge of local languages spoken in Rakhine State would be an advantage, as it would facilitate better communication with beneficiaries and local stakeholders.
Additional Notes:
The contract offered by DRC will include a 3-month probation period and is renewable based on funding and performance. The position is classified under Employment Band G3-management, and only applicants who can work and be based in Sittwe, Rakhine State, are eligible.
