Job Overview:
The Financial Compliance Manager at VSO will play a crucial role in ensuring effective financial and operational coordination across three assigned clusters. This position is responsible for overseeing sound risk management practices, ensuring regulatory compliance, and maintaining quality assurance in financial operations. The manager will also be tasked with accurate donor reporting, adhering to VSO policies, quality standards, and local laws and regulations. The role requires a proactive approach to identifying and mitigating financial risks while ensuring that all financial activities align with donor requirements and VSO's mission. The successful candidate will work collaboratively with various teams to enhance financial processes and contribute to the overall effectiveness of VSO's operations.

Duties and Responsibilities:
  • Ensure compliance with financial regulations and donor requirements across all clusters.
  • Develop and implement financial policies and procedures to enhance operational efficiency.
  • Conduct regular audits and risk assessments to identify potential financial discrepancies.
  • Prepare and submit accurate financial reports to donors and stakeholders in a timely manner.
  • Collaborate with program teams to provide financial guidance and support for project implementation.
  • Monitor and evaluate financial performance against budgets and forecasts.
  • Provide training and capacity building for staff on financial management and compliance issues.
  • Liaise with external auditors and regulatory bodies to ensure compliance with local laws.

Required Qualifications:
  • Strong understanding of financial management principles and practices.
  • Proven experience in financial compliance and risk management.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills to work effectively with diverse teams.
  • Ability to work under pressure and meet tight deadlines.
  • Proficiency in financial software and Microsoft Office Suite, particularly Excel.

Educational Background:
A bachelor's degree in finance, accounting, or a related field is required. A professional qualification such as ACCA, CPA, or equivalent is highly desirable. Additional training in financial compliance or risk management would be an advantage.

Experience:
A minimum of 5 years of relevant experience in financial management, compliance, or auditing is required. Experience working in the non-profit sector or with international organizations is preferred. Demonstrated experience in managing financial operations and reporting is essential.

Languages:
Fluency in English is mandatory. Knowledge of Amharic or other local languages is an advantage but not required.
