Job Overview:
The Partnership Manager will play a crucial role in leading the NRC's partnership portfolio within the Palestine mission. This position requires a strategic and visionary leader who can effectively manage the partnership cycle, provide technical leadership for partnership programming, and ensure the integration of partnerships throughout the project cycle management process. The role also involves representing NRC in various partnership coordination forums, promoting safeguarding and anti-corruption standards, and fostering relationships with local NGOs, civil society organizations, and other stakeholders. The successful candidate will be expected to implement localization strategies and develop systems, tools, and guidelines for partnership management, while also focusing on capacity sharing with partner organizations.

Duties and Responsibilities:
The Partnership Manager will be responsible for the following duties:
  • Implementing localization strategies to enhance the effectiveness of partnerships.
  • Providing strategic and technical leadership for partnership programming, ensuring integration throughout the project cycle management process.
  • Developing and maintaining partnership systems, tools, guidelines, and procedures.
  • Identifying priorities for capacity sharing with partner organizations, developing joint capacity sharing plans, and monitoring progress.
  • Building and nurturing relationships with local NGOs, civil society organizations, public institutions, academia, and the private sector.
  • Managing partnerships in accordance with NRC policies, humanitarian principles, donor requirements, and partnership standards.
  • Leading people management efforts, including performance management, workforce planning, recruitment, staff induction, and development.
  • Representing NRC in relevant partnership coordination platforms and promoting safeguarding and anti-corruption standards.

Required Qualifications:
Candidates must possess relevant senior-level experience within an NGO or international organization, with expertise in grants management, partnership development, and coordination. A strong understanding of complex humanitarian contexts, particularly in Palestine and the Middle East, is essential. Experience working with national, international, and local civil society organizations is also required. The ideal candidate should demonstrate strong coordination, communication, networking, collaboration, and stakeholder management skills, along with a hands-on mindset and the ability to adapt quickly to changing circumstances.

Educational Background:
A relevant degree in a field related to humanitarian work, international development, or a similar discipline is required. Advanced degrees or specialized training in partnership management, humanitarian response, or related areas would be advantageous.

Experience:
Candidates should have a proven track record of senior-level experience in partnership management, grants management, or coordination within humanitarian or development contexts. Experience working in complex and challenging environments, particularly in the Middle East, is highly desirable.

Languages:
Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region would be considered an asset.

Additional Notes:
This position is based in the West Bank, Palestine, with a contract duration of 12 months, renewable based on performance and funding availability. The role may require approximately 30% travel.
