Job Overview:
The Finance and Administration Officer will play a crucial role in providing financial and administrative support to ensure the smooth operation of day-to-day financial transactions. This position involves managing payment documentation, filing, and recording transactions in the SUN accounting system. The officer will also support project staff at the cluster level, ensuring compliance with VSO policies, quality assurance standards, donor requirements, and local legislation. The ideal candidate will contribute to high-quality program delivery by ensuring that financial processes are efficient and effective, thereby enabling the organization to achieve its mission of creating sustainable change through volunteerism.

Duties and Responsibilities:
  • Manage day-to-day financial transactions, ensuring accuracy and compliance with VSO policies and donor requirements.
  • Prepare and maintain financial records, including payment documentation and filing systems.
  • Record financial transactions in the SUN accounting system, ensuring timely and accurate entries.
  • Assist project staff with financial queries and provide guidance on financial processes.
  • Support the budgeting process by providing relevant financial data and analysis.
  • Prepare financial reports for internal and external stakeholders, ensuring compliance with donor reporting requirements.
  • Monitor cash flow and manage cash disbursements, ensuring sufficient funds are available for project activities.
  • Ensure compliance with local legislation and regulations related to financial management.
  • Collaborate with other team members to facilitate effective communication and teamwork within the organization. 1
  • Participate in training and capacity-building initiatives to enhance financial management skills within the team.

Required Qualifications:
The ideal candidate should possess a bachelor's degree in Finance, Accounting, Business Administration, or a related field. They should have at least 5 years of relevant experience in finance and administration, preferably within donor-funded NGO or INGO programs. Strong skills in budgeting, financial reporting, compliance, cash management, and administration are essential. Experience with accounting systems such as SUN and proficiency in Excel are also required. The candidate should demonstrate a strong understanding of financial regulations and compliance requirements in the context of international development.

Educational Background:
A bachelor's degree in Finance, Accounting, Business Administration, or a related field is required for this position. This educational background provides the necessary foundation in financial principles and practices, enabling the candidate to effectively manage financial transactions and reporting.

Experience:
Candidates should have a minimum of 5 years of relevant experience in finance and administration, particularly in the context of donor-funded projects. This experience should include a strong understanding of financial management processes, compliance with donor requirements, and the ability to work effectively in a team-oriented environment. Experience in using accounting software, particularly SUN, is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of additional languages, particularly local languages spoken in Ethiopia, would be considered an asset and beneficial for effective communication with local communities and partners.
