Job Overview:
The Senior Technical Manager plays a crucial role as the primary link between national-level project leadership and district implementation teams. This position is responsible for ensuring harmonized planning, performance management, quality assurance, and accountability across all supported districts. The Senior Technical Manager will provide technical leadership in designing, coordinating, and supervising technical approaches aimed at strengthening high-quality, integrated maternal, newborn, child health (MNCH), nutrition, and HIV services. This includes translating project strategies into district-level operational plans that align with national policies and guidelines, monitoring district performance against targets, and implementing corrective actions as necessary. The role also involves supporting the integration of various health components, conducting regular performance reviews, leading supportive supervision visits, and ensuring quality improvement approaches are effectively implemented across districts. The Senior Technical Manager will represent the project in national and sub-national coordination forums and strengthen collaboration with District Health Offices, the Ministry of Health, and other implementing partners, ensuring effective alignment with donors and stakeholders supporting MNCH initiatives.
Duties and Responsibilities:
The Senior Technical Manager will have a comprehensive set of responsibilities, including: providing overall leadership and supervision to District Managers to ensure effective implementation of MNCH programs; translating project strategies into operational plans at the district level; monitoring district performance against established targets and ensuring timely corrective actions; supporting the integration of maternal, newborn, child health, nutrition, and cross-cutting components; conducting regular performance reviews of District Managers; leading routine supportive supervision visits and field monitoring; ensuring the implementation of quality improvement approaches across districts; reviewing district work plans, budgets, and reports for accuracy and compliance; identifying capacity gaps and developing mentoring and coaching plans; facilitating peer learning forums among District Managers; representing the project in national and sub-national coordination forums; strengthening collaboration with District Health Offices, the Ministry of Health, and implementing partners; ensuring effective alignment with other donors and stakeholders; supporting cost-effective implementation and accountability for resources; ensuring timely submission of high-quality district reports; contributing to quarterly and annual donor reports; leading learning reviews and adaptive management processes; and ensuring that safeguarding, child protection, and ethical standards are upheld.
Required Qualifications:
The position requires a Bachelor’s degree and a minimum of 9 years of relevant experience or an equivalent combination of education and experience, including at least 4 years of management experience. A Bachelor’s Degree in Nursing and Midwifery, Public Health, Health Management, or a relevant health field is mandatory. Candidates with advanced Post-Graduate training in Public Health will have an added advantage. Additionally, candidates should have at least 5 years of experience in delivering, overseeing, and providing technical assistance in maternal and newborn health, as well as experience working at both health facility and community levels. Familiarity with low-dose high-frequency training, coaching, and mentorship capacity strengthening approaches is essential. Candidates must demonstrate experience in leading successful teams, achieving deliverables on time and within budget, and effectively collaborating with a diverse range of stakeholders, including senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
Educational Background:
The educational background required for this position includes a minimum of a Bachelor’s Degree in Nursing and Midwifery, Public Health, Health Management, or a relevant health field. Candidates with advanced Post-Graduate training in Public Health will be viewed favorably. This educational foundation is critical for understanding the complexities of maternal and newborn health and the associated technical assistance required for effective program implementation.
Experience:
Candidates must possess a minimum of 9 years of experience working directly with clients or patients in a clinical setting. This experience should include delivering, overseeing, and providing technical assistance in maternal and newborn health, as well as experience at both health facility and community levels. The ability to lead successful teams and achieve deliverables on time and within budget is essential, along with experience in integrating malaria in pregnancy, nutrition, and HIV-focused services into maternal and newborn health care.
Languages:
Excellent written and spoken English is mandatory for this position. Additionally, the ability to speak other Malawian local languages is considered beneficial and may enhance communication with local communities and stakeholders.

The position is full-time and may involve working in various districts across Malawi.
