Job Overview:
The Project Officer position is integral to the Water and Urban Development Sector Office (SD2-WUD) within the Sector Department 2 (SD2) at ADB. The role is based in the Bangladesh Resident Mission in Dhaka and involves reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and the Director of Water and Urban Development. The position requires a proactive approach to contribute to the design and implementation of projects that align with ADB's mission of sustainable development. The Project Officer will engage with various stakeholders, including government counterparts and development partners, to ensure effective project execution and alignment with national priorities.

Duties and Responsibilities:
The Project Officer will be responsible for a wide range of duties, including:
  • Contributing to sector diagnostics and country programming by assessing performance and consolidating data to design programs and projects.
  • Supporting project and program design and maintaining a database of key performance indicators.
  • Preparing and clearing analytical portfolio management reports and ensuring timely actions by technical staff.
  • Participating in country portfolio review missions and project processing missions.
  • Monitoring project performance and ensuring the accuracy of data for Project Performance Reports.
  • Reviewing loan, grant, and technical assistance processing documents for compliance with ADB guidelines.
  • Leading project administration tasks, particularly in procurement, and providing guidance to executing agencies.
  • Coordinating actions to ensure contract awards and disbursements are on track.
  • Preparing various reports, including aide memoires and progress reports, ensuring high quality. 1
  • Engaging with government counterparts to provide policy advice and identify new lending opportunities. 1
  • Facilitating coordination with development partners for complementary support in the sector. 1
  • Performing additional responsibilities as assigned in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in engineering, urban development or planning, water management, economics, development studies, business administration, or related fields, with advanced training preferred. A minimum of 8 years of relevant professional experience in urban development or water projects, along with project processing or administration experience, is advantageous. Proficiency in English, both spoken and written, is essential, as is familiarity with computer-based applications and standard software. A comprehensive understanding of multilateral development bank operational processes and administration guidelines is also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as engineering, urban development, water management, economics, development studies, or business administration. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge that would benefit the role.

Experience:
The position requires at least 8 years of relevant professional experience, specifically in urban development or water projects.
