Job Overview:
The position of Triple Elimination Technical Lead is part of Pact's new initiative in Malawi under the ACHIEVE project, which is funded by the U.S. Department of State. This role focuses on accelerating the triple elimination of HIV, syphilis, and hepatitis B while also aiming to reduce maternal and child mortality in priority geographies. The position will involve integrating these health interventions with ongoing maternal, newborn, and child health and nutrition services. The Technical Lead will be responsible for overseeing various elements of the project, including testing and treatment of HIV, syphilis, and hepatitis B among mothers and infants, HIV self-testing, pre-exposure prophylaxis (PrEP), and community-based case management for mother-baby pairs. A significant emphasis will be placed on measuring and documenting outcomes to ensure the effectiveness of the interventions. This role is anticipated to last for a maximum of six months, during which the Technical Lead will serve as the senior technical authority on the triple elimination activities in Malawi.
Duties and Responsibilities:
The key responsibilities of the Triple Elimination Technical Lead include providing technical leadership in the design, coordination, implementation, and supervision of the ACHIEVE project’s activities aimed at accelerating the triple elimination of HIV, syphilis, and hepatitis B at both facility and community levels. The Technical Lead will ensure the integration of these activities with ACHIEVE’s ongoing maternal, newborn, and child health (MNCH) and nutrition activities, in alignment with the triple elimination model. They will lead the operationalization of approaches for strengthening commodities management, human resources for health (HRH) deployment, and health information systems related to the triple elimination interventions, coordinating with other ACHIEVE technical and monitoring/evaluation staff. The Technical Lead will oversee training and mentoring activities designed to enhance the capacity of District Health Management Teams (DHMTs) to plan, implement, and monitor project activities. They will ensure adherence to quality of care standards in the implementation of the project’s activities and will coordinate with monitoring and evaluation staff to design and implement evaluation and documentation protocols. Additionally, the Technical Lead will provide technical guidance, mentorship, and supportive supervision to district-level Technical Officers and District Technical Managers, ensuring collaboration with government and other key stakeholders to improve the quality, coordination, and monitoring of triple elimination activities. They will monitor the implementation of these activities to ensure timely completion of objectives and targets, oversee the development of necessary technical guidance, tools, job aids, training materials, and components of project technical deliverables, and use data to inform decision-making and improve project interventions. The Technical Lead will also represent ACHIEVE in relevant technical working groups and in planning, coordination, and performance review meetings, working closely with the U.S. Department of State, government, implementing partners, and other stakeholders to identify, document, and disseminate best practices relevant to the triple elimination activity.
Required Qualifications:
The position requires a minimum of a bachelor’s degree in nursing and midwifery, public health, health management, or a relevant health field. Candidates with advanced post-graduate training in public health will have an added advantage. Additionally, applicants should have at least 5-7 years of experience delivering, overseeing, and providing technical assistance in areas related to the triple elimination activities. Experience working at both health facilities and community levels is essential, along with a strong familiarity and technical understanding of the triple elimination of HIV, syphilis, and hepatitis B. Familiarity with other relevant components of this activity, including prevention of mother-to-child transmission (PMTCT), HIV self-testing, PrEP, and community case management, is also required. Candidates should have experience with health systems strengthening, including the integration of service delivery, commodity/supply chain management, HRH, and health information systems. Experience in providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring is crucial, as is demonstrated experience in leading successful teams, achieving deliverables on time and within budget, and interacting effectively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders. Strong analytical, presentation, communication, and reporting skills are necessary, along with sound IT knowledge and skills in word processing, spreadsheets, databases, and presentations. The ability to work independently, demonstrate good leadership and communication skills, and work with people from diverse backgrounds is essential.
Educational Background:
Candidates must possess a minimum of a bachelor’s degree in nursing and midwifery, public health, health management, or a relevant health field.
