Job Overview:
The Humanitarian Programme Associate (PA) will be an integral part of the UNFPA Humanitarian Response Team, supporting humanitarian preparedness, anticipatory action, emergency response, and early recovery efforts in the Philippines. The PA will work under the supervision of the UNFPA Country Representative and the Humanitarian Coordinator, playing a crucial role in managing humanitarian programme interventions. This position requires collaboration with various teams to ensure timely planning, implementation, and quality delivery of programme activities. The PA will facilitate workflows, ensure compliance with UNFPA policies, and support monitoring and reporting efforts, contributing significantly to the achievement of UNFPA’s strategic objectives. The role may involve deployment to various regions in the Philippines, including Cagayan Valley, Central Luzon, Bicol Region, Eastern Visayas, Central Visayas, and CARAGA Region, depending on emergency response needs.

Duties and Responsibilities:
The Humanitarian Programme Associate will have a range of responsibilities, including:

• Supporting the implementation of key milestones of the Country Programme on the Humanitarian-Development-Peacebuilding (HDP) Nexus.
• Coordinating with the Supply Chain Associate and Logistics Warehouse Assistant to monitor the distribution of dignity kits and reproductive health supplies, including submitting requests and recording delivery slips.
• Compiling inputs for situation reports (SitReps) and supporting UNFPA's leadership in the Humanitarian Country Team (HCT) and relevant subclusters.
• Tracking deliverables and timelines with operations and programme teams, organizing field monitoring visits, and verifying data for quality reporting.
• Maintaining records of activities and assisting in preparing reports and presentations.
• Supporting the elaboration of procurement and travel plans, providing logistical and administrative support for activities, and drafting/reviewing Terms of Reference.
• Facilitating payments for individual consultants and preparing forms and correspondence related to assigned projects.
• Liaising with operations and programme teams to facilitate workflow and ensure smooth implementation of programme activities.
• Tracking budgets and expenditures, identifying bottlenecks, and ensuring compliance with UNFPA policies and procedures. 1
• Assisting in preparing communications and information for internal and external coordination meetings, and monitoring compliance with donor agreements.

Required Qualifications:
Candidates for the Humanitarian Programme Associate position should possess strong organizational and administrative skills, with a demonstrated ability to manage multiple tasks effectively. They should have a good understanding of humanitarian response frameworks and the ability to work collaboratively with diverse teams. Proficiency in data management and reporting is essential, along with strong communication skills to facilitate coordination with partners and stakeholders. Familiarity with UNFPA policies and procedures is highly desirable, as is experience in humanitarian programming or related fields.

Educational Background:
A bachelor's degree in social sciences, public health, international development, or a related field is required for this position. Advanced degrees or specialized training in humanitarian response, sexual and reproductive health, or gender-based violence programming would be an asset. Candidates should also demonstrate a commitment to the principles of human rights and gender equality.

Experience:
Candidates should have a minimum of two years of relevant experience in humanitarian programming, project management, or related fields. Experience working with UN agencies or international organizations in emergency response contexts is highly desirable. Familiarity with the Philippines' humanitarian landscape and the specific challenges faced by vulnerable populations in disaster-prone areas will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Filipino or other local languages is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.

Additional Notes:
This position is a National UN Volunteer role, which includes an Entry Lump Sum Allowance of USD 350, a Monthly Volunteer Living Allowance (VLA) of PHP 53,177.16, comprehensive health and life insurance coverage, and annual leave of 2.5 days per month. Volunteers will also have access to UNV’s learning and career development resources and an Exit Lump Sum Allowance of USD 120 payable upon successful completion of the assignment. The role is full-time and may involve travel to various regions in the Philippines depending on emergency response needs.
