Job Overview:
The GBViE Analyst will be a crucial member of the UNFPA Humanitarian Response Team, responsible for serving as the technical and coordination focal point for GBViE interventions. This role involves planning, implementing, coordinating, monitoring, and reporting on GBV prevention, risk mitigation, preparedness, response, recovery, and humanitarian-development nexus interventions in areas affected by disasters and conflicts. The analyst will work closely with various stakeholders, including government agencies, UN partners, civil society organizations, and affected communities, to strengthen GBV coordination mechanisms and ensure the delivery of survivor-centered services. The position requires active participation in humanitarian assessments, preparedness planning, and the integration of GBV risk mitigation across humanitarian sectors. The GBViE Analyst will also represent UNFPA in relevant humanitarian coordination platforms and promote adherence to international standards for GBV in emergencies.

Duties and Responsibilities:
The GBViE Analyst will undertake a variety of duties, including:
  • Supporting the planning, implementation, monitoring, and reporting of GBViE interventions in line with UNFPA policies and humanitarian principles.
  • Coordinating the establishment and operationalization of Women-Friendly Spaces (WFS).
  • Implementing Cash and Voucher Assistance (CVA) and survivor-centered interventions.
  • Conducting GBV safety audits, rapid needs assessments, and service mapping.
  • Integrating GBV risk mitigation across various humanitarian sectors such as Health, Protection, WASH, and Education.
  • Conducting field monitoring missions and documenting lessons learned.
  • Preparing program updates, situation reports, and donor reports.
  • Strengthening the capacity of government counterparts and partners through training and workshops on GBV in emergencies.
  • Facilitating multi-sectoral coordination among stakeholders to ensure a survivor-centered response. 1
  • Providing technical assistance to enhance GBV programming and preparedness.

Required Qualifications:
Candidates must possess a strong understanding of GBV issues in humanitarian contexts, with demonstrated experience in GBV programming and coordination. They should have excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders. Knowledge of humanitarian principles and standards related to GBV is essential. The role requires strong analytical skills and the ability to develop and implement effective strategies for GBV prevention and response.

Educational Background:
A relevant degree in social sciences, public health, gender studies, or a related field is required. Advanced degrees or specialized training in GBV programming or humanitarian response are highly desirable.

Experience:
Candidates should have a minimum of 3-5 years of professional experience in GBV programming, humanitarian response, or related fields. Experience working in emergency settings and with UN agencies or NGOs is preferred. Familiarity with the Philippines' context and disaster response mechanisms is an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Filipino or other local languages is considered an asset, as it enhances communication with local communities and stakeholders.

This position is a National UN Volunteer role based in the Philippines, specifically in Manila, with potential deployments to various regions affected by emergencies. The contract duration is typically for a specified period, with opportunities for extension based on performance and organizational needs. Compensation includes a Monthly Volunteer Living Allowance (VLA) and other benefits such as insurance coverage and annual leave.
