Job Overview:
The People & Culture (P&C) Officer plays a crucial role in providing professional-level P&C services for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Guatemala. This position is essential in supporting staff and managers in various HR functions, including recruitment, employee relations, performance management, benefits administration, and ensuring compliance with internal policies and local labor laws. The P&C Officer will work closely with project managers to ensure that policies are applied consistently and effectively, contributing to process improvements and receiving guidance from P&C Headquarters staff. The role requires a proactive approach to managing recruitment processes, onboarding programs, and performance reviews, while also addressing employee concerns and facilitating conflict resolution. The P&C Officer will coordinate learning and development activities to promote professional growth among staff and ensure adherence to labor laws and organizational policies.
Duties and Responsibilities:
The P&C Officer will manage the entire recruitment process, from requisition approval to hiring, ensuring that the local onboarding program is continuously updated and that staff receive adequate support during their probation period. The officer will handle recruitment negotiations and operational follow-up for project consultants, providing timely and well-reasoned guidance to employees and managers on policy interpretation and application. Establishing effective processes for goal-setting and performance reviews is a key responsibility, as is advising project management on performance challenges and recommending appropriate actions. The P&C Officer will act as a mediator in conflict resolution, coordinate learning and development initiatives, and ensure compliance with labor laws and FHI 360 policies. Additionally, the officer will prepare HR and administrative documentation, maintain HRIS data integrity, generate HR reports, and support core project operational tasks as needed.
Required Qualifications:
Candidates must possess a strong knowledge of local labor laws and HR best practices, with the ability to provide policy guidance and resolve employee concerns effectively. Proficiency in HRIS systems and reporting tools is essential, along with strong analytical skills and professional judgment. The ability to prepare clear, accurate, and high-quality HR documentation and communications is crucial, as are strong interpersonal and conflict resolution skills. Fluency in Spanish and proficiency in English are mandatory for this position.
Educational Background:
A Bachelor's degree in Human Resources, Business Administration, Industrial Psychology, Organizational Development, Public Administration, or another HR-related field is required for this position. This educational background provides the foundational knowledge necessary for effective HR management and compliance with labor laws.
Experience:
Candidates should have a minimum of five (5) years of progressively responsible professional experience in Human Resources or People & Culture. This experience should include independent responsibility for recruitment, employee relations, policy interpretation, performance management, and labor law compliance. Experience in supporting complex, fast-paced project operations with a high degree of independence is strongly preferred, as it demonstrates the ability to manage multiple HR functions effectively in a dynamic environment.
Languages:
Fluency in Spanish is mandatory, and proficiency in English is also required. These language skills are essential for effective communication with staff and stakeholders in the region, ensuring that HR policies and procedures are understood and implemented correctly.
Additional Notes:
The expected hiring salary range for this role is GTQ 170,000 - 230,000 annually for basic salary. When determining an offer amount, FHI 360 considers various factors, including relevant years of experience and education, internal equity, market pay, and budget constraints. For internal candidates, salary placement will follow FHI 360’s current promotional increase guidelines. The position may require limited domestic travel to support project activities, meetings, and logistical coordination.
