Job Overview:
The HDP Program Support Officer plays a crucial role in ensuring that DRC’s Humanitarian Mine Action operations are equipped with the necessary materials, services, and logistical support for safe and timely implementation. This position is pivotal in supporting the program's rapid scale-up across Syria. The officer will lead procurement planning for HDP, coordinating closely with the Operations Manager, Head of HDP, Technical Field Managers, field offices, and Supply Chain teams. The role encompasses operational resource planning, stock management, asset monitoring, and ensuring the timely delivery of equipment and consumables to field teams. The officer will act as the primary liaison between HDP and Supply Chain, requiring a proactive and solutions-oriented approach to anticipate operational needs, identify bottlenecks, and develop effective solutions while adhering to DRC and donor compliance requirements.

Duties and Responsibilities:
The HDP Program Support Officer's duties include developing and maintaining consolidated HDP procurement plans based on project workplans and operational needs, coordinating with various stakeholders to identify procurement requirements, and preparing accurate Purchase Requisitions in DRC’s ERP system. The officer must ensure timely submission of procurement requests to avoid operational delays, maintain an up-to-date procurement tracker, and follow up on outstanding procurement actions. Additionally, the officer will support the development of technical specifications, conduct market assessments, and coordinate logistics and asset management, ensuring compliance with DRC policies and donor requirements. The role also involves monitoring stock levels, conducting physical stock checks, and supporting the establishment of new operational bases. Regular reporting and documentation are essential to maintain audit-ready records and provide updates on procurement progress and operational constraints.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience in program support, procurement, logistics, or supply chain management, preferably within a humanitarian context. They should have experience in preparing procurement plans, managing stock, and understanding humanitarian procurement principles. Strong organizational skills, attention to detail, and proficiency in Microsoft Office applications are essential. Familiarity with ERP systems, particularly DRC Dynamics, is advantageous, as is experience in humanitarian mine action or related technical operations.

Educational Background:
A university degree or technical diploma in supply chain management, logistics, business administration, program management, or a related field is required. Equivalent professional qualifications and relevant experience may also be accepted.

Experience:
The position requires at least three years of relevant experience in program support, procurement, logistics, or operational support, ideally within a humanitarian organization. Candidates should demonstrate a strong understanding of procurement processes and compliance requirements, as well as experience in stock management and operational resource planning.

Languages:
Fluency in Arabic, both reading and writing, is mandatory. A working knowledge of English is also required, as it will facilitate communication and documentation in a multilingual environment.

Additional Notes:
The contract length for this position is 12 months, with the possibility of extension subject to funding availability. The position is classified as Non-Management H2, based in Rural Damascus, with regular travel to field offices and operational locations in Syria. The expected start date is 15 September.
