Job Overview:
The Finance Manager for Budgeting and Reporting will assist the Finance and Emergency director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Finance in managing budgeting and reporting issues for the IRC's national office in the Democratic Republic of the Congo. This role is crucial for overseeing the financial management of projects, monitoring budgets, preparing financial reports for donors, forecasting cash flow and expenditures, and providing training and capacity building for staff and partners on budgeting and reporting matters. The Finance Manager will play a key role in ensuring that financial operations align with donor regulations and organizational standards, thereby contributing to the overall effectiveness and efficiency of the IRC's financial management processes.
Duties and Responsibilities:
The Finance Manager will be responsible for a variety of tasks including ensuring timely and accurate posting of budgets in the Integra system, preparing budgets for grants in collaboration with program staff, drafting financial reports for submission to the Financial Coordinator, and leading the preparation of forecasts and expenditure plans for grant meetings. The role involves analyzing actual expenditures against budget forecasts, assisting in cost allocation processes, ensuring compliance with donor regulations, and preparing timely donor reports. Additionally, the Finance Manager will supervise the budget monitoring officer and ensure adherence to procedures for systematic reviews of financial reports, liaising with financial and partnership managers to identify capacity-building needs among partners, and conducting financial analyses to maintain accurate project budget data.
Required Qualifications:
Candidates must possess a university degree in Finance or Economics, along with significant computer skills, particularly in Excel. Experience with an Enterprise Resource Planning (ERP) system is considered an additional asset. A minimum of three years of experience in budgeting and reporting roles is required, along with knowledge of donor regulations and compliance requirements. Strong verbal and written communication skills in French are mandatory, and proficiency in English is a valuable asset.
Educational Background:
The position requires a university degree in Finance or Economics, which provides the foundational knowledge necessary for effective financial management and reporting. This educational background is essential for understanding complex financial systems and regulations, as well as for performing the analytical tasks required in this role.
Experience:
The ideal candidate should have at least three years of relevant experience in budgeting and reporting, demonstrating a solid understanding of financial management principles and practices. This experience should include working with various stakeholders, including program staff and donors, to ensure financial compliance and effective budget management.
Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and with local partners.
