Job Overview:
The National Consultant on Health Financing and Costing will play a pivotal role in supporting the Government of Ukraine in implementing evidence-informed health financing reforms. This position requires technical expertise in health service costing, financial modeling, and health expenditure analysis. The consultant will contribute to the costing of primary health care (PHC) and pre-hospital emergency medical services (PEMS), assist in producing the National Health Accounts (NHA), and assess the budget implications of cross-border healthcare as Ukraine prepares for European Union accession. The consultant will also develop technical reports, analytical tools, financial models, and policy recommendations to aid the Ministry of Health, the National Health Service of Ukraine, and other stakeholders in designing and implementing sustainable health financing reforms. Additionally, the consultant will work on strengthening the capacity of national stakeholders in health financing and costing, ensuring that financing decisions are based on robust evidence and are fiscally sustainable.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:
  • Supporting the mapping of 2024 health expenditure data according to the System of Health Accounts 2011 (SHA 2011) and contributing to the production of National Health Accounts for 2024 by September 30, 202
  • Developing detailed technical instructions for the National Health Service of Ukraine (NHSU) on conducting PHC costing studies and calculating the capitation rate by October 30, 202
  • Creating methodologies for calculating the Program of Medical Guarantees (PMG) PHC budget and the AMP budget by November 30, 202
  • Delivering on-the-job training for NHSU staff on the use of these methodologies by December 20, 202
  • Participating in quarterly consultative meetings with the NHSU, Ministry of Health, and Ministry of Finance to discuss progress on the PHC financing roadmap by December 15, 202
  • Conducting a costing study of PEMS and developing the cost model by March 31, 202
  • Providing analytical support for developing policies and implementation arrangements for cross-border healthcare as part of Ukraine’s EU accession preparations by March 31, 2027, which includes preparing analytical products, budget impact analyses, policy recommendations, and technical inputs to align with EU regulations.

Required Qualifications:
Candidates must possess a Bachelor's degree in Health Economics, Economics, Public Health, Public Policy, Health Management, Statistics, Social Sciences, or a related field. Essential qualifications include a minimum of three years of experience in collecting, processing, and analyzing data from health service providers, strong experience in cost-accounting methodology, and experience in developing methodologies for calculating medical services related to primary health care. Candidates should also have experience in developing financial models and budget impact analyses using Microsoft Excel, preparing analytical reports, policy briefs, or technical publications, and working with the Ministry of Health, NHSU, or other health sector institutions in Ukraine. Desirable qualifications include demonstrated experience in costing health services using internationally recognized methodologies, a good understanding of health financing arrangements and expenditure patterns in Ukraine, and work experience with WHO or other international public health organizations.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as Health Economics, Economics, Public Health, Public Policy, Health Management, Statistics, or Social Sciences. This foundational education is essential for understanding the complexities of health financing and costing, as well as for developing the necessary analytical skills to perform the job effectively.

Experience:
The position requires a minimum of three years of relevant experience in the health sector, specifically in collecting, processing, and analyzing data from health service providers. Candidates should have a strong background in cost-accounting methodology and experience in developing methodologies for calculating medical services related to primary health care. Additionally, experience in developing financial models and conducting budget impact analyses is crucial, as is familiarity with the workings of the Ministry of Health, NHSU, or other health sector institutions in Ukraine. Desirable experience includes working with internationally recognized costing methodologies and a solid understanding of health financing arrangements in Ukraine.

Languages:
Excellent proficiency in Ukrainian is mandatory, along with basic knowledge of English. This language requirement is essential for effective communication with local stakeholders and for understanding technical documents and reports. Proficiency in additional languages may be considered an asset but is not mandatory for this position.

Additional Notes:
The consultancy is remote, with no travel expected. The contract is valued at USD 25,200, with a daily rate of USD 180 for 140 working days over a period of 7 months. Payment will be made monthly upon the provision of a technical report and approval from the responsible officer. The expected duration of the contract is from September 1, 2026, to March 31, 202
