Job Overview:
The Senior Technical Officer for Health Systems Development & Strengthening will play a crucial role in providing field-level support for health systems strengthening, particularly in response to Bovine Viral Diarrhea (BVD) and other public health emergencies. This position requires the incumbent to coordinate WHO-supported operations across designated hubs, ensuring effective communication and logistical support between counties, states, and the national Incident Management System. The officer will be responsible for developing and implementing health strategies, advising on health governance, and ensuring the delivery of essential health services during emergencies. The role emphasizes the importance of collaboration with local health authorities and stakeholders to address health inequities and improve access to quality health services.

Required Qualifications:
Candidates must possess a strong background in public health, health systems development, or a related field. Familiarity with health information systems and epidemiological analysis is highly desirable.
Educational Background:
A relevant advanced degree in public health, health systems management, or a related field is required. Candidates with additional certifications in epidemiology, health policy, or emergency management will be given preference. Continuous professional development in health systems strengthening and emergency response is also advantageous.
Experience:
The position requires a minimum of 5 years of relevant professional experience in public health, health systems development, or emergency response. Experience working in low-resource settings or conflict-affected areas is highly valued. Candidates should have a demonstrated ability to manage complex health programs and coordinate multi-disciplinary teams effectively.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic or other local languages is considered an asset, as it will facilitate communication with local stakeholders and communities.

This is a national UN Volunteer assignment, meaning the selected candidate will be responsible for arranging their own housing and living essentials.
