Job Overview:
The Climate Change and Health Project Officer (HNAP Implementation) will play a crucial role in supporting the Vanuatu Ministry of Health in the operationalization and implementation of the Vanuatu Health National Adaptation Plan (HNAP). This position is vital in addressing the impacts of climate change on health, which are increasingly recognized as a significant threat in the Pacific region. The incumbent will provide technical and coordination support to ensure that climate and health activities are effectively integrated into health sector planning and policies. The role involves collaboration with various stakeholders, including government ministries, regional partners, and development agencies, to strengthen climate-resilient health systems in Vanuatu. The officer will also facilitate the alignment of HNAP priorities with broader national adaptation processes, ensuring that health systems are prepared to respond to climate-related challenges.

Duties and Responsibilities:
The duties and responsibilities of the Climate Change and Health Project Officer include:

• Supporting the coordination of the Pacific Climate and Health Resilience Package (PCHRP) project activities in Vanuatu, including the preparation of workplans, progress reports, and other necessary documentation.
• Assisting in the operationalization of the Vanuatu HNAP by facilitating implementation planning, coordination meetings, and monitoring progress.
• Identifying barriers and gaps in HNAP implementation and developing practical recommendations to address these challenges.
• Facilitating the integration of HNAP priorities with national adaptation planning processes and climate policy frameworks.
• Strengthening institutional arrangements and coordination mechanisms related to climate change and health within the Ministry of Health.
• Liaising with relevant government ministries, provincial authorities, and development partners to ensure effective collaboration on climate and health initiatives.
• Supporting the mainstreaming of climate and health priorities into health sector policies and operational plans.
• Organizing and facilitating consultations, workshops, and stakeholder meetings related to climate and health.
• Documenting and reporting on climate and health initiatives, including lessons learned and best practices. 1
• Supporting climate and health-related assessments and policy reviews as part of the PCHRP support package. 1
• Undertaking other related duties as agreed upon with WHO and the Vanuatu Ministry of Health.

Required Qualifications:
The required qualifications for the Climate Change and Health Project Officer position include:

• A university degree in Public Health, Environmental Health, Climate Change, Environmental Management, Health Policy, Health Systems, Development Studies, or a related field.
• A postgraduate qualification or advanced degree (master’s) in a relevant field is desirable.
• At least two years of relevant professional experience in public health, climate change, environmental health, or health systems strengthening.
• Experience in supporting the coordination and implementation of government programs or projects.
• Proficiency in report writing, stakeholder coordination, and technical documentation is essential.
• Familiarity with Health National Adaptation Plans (HNAPs) and climate policy frameworks is desirable.
• Experience working with WHO, UN agencies, or development partners is an asset.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Public Health, Environmental Health, Climate Change, Environmental Management, Health Policy, Health Systems, or Development Studies. A postgraduate qualification or advanced degree (master’s) in a related field is considered desirable, as it demonstrates a higher level of expertise and understanding of the complexities involved in climate change and health.

Experience:
The position requires at least two years of relevant professional experience in areas such as public health, climate change, environmental health, or health systems strengthening. Candidates should have experience in supporting the coordination and implementation of government programs or projects, as well as skills in report writing and stakeholder coordination. Desirable experience includes working on climate change and health programs, adaptation planning, or environmental health initiatives, as well as familiarity with monitoring and evaluation processes.

Languages:
Fluency in English is essential for this position, as it is the primary language of communication within the organization and with stakeholders. Knowledge of Bislama and/or French is considered an asset, as it may enhance communication with local partners and stakeholders in Vanuatu.

Additional Notes:
The salary for this role will range from VT 1,620,000 to VT 2,411,000 per annum, depending on qualifications and experience. The duration of the contract is between 6 to 12 months, and this role is subject to local recruitment, meaning it will be filled by Vanuatu nationals recruited from the local commuting area of the duty station.
