Job Overview:
The Project Associate position is integral to the implementation and reporting of Labour Mobility and Inclusion (LMI) activities conducted by IOM in Bulgaria. The incumbent will work under the direct supervision of the National Project Officer-LMI and the overall supervision of the Head of Office of IOM Bulgaria. This role involves providing administrative and operational support, particularly in relation to the Migrant Information and Resource Center (MRC) located in Sofia. The Project Associate will be responsible for facilitating communication and coordination with various stakeholders, including public authorities, non-governmental organizations, and migrant communities, to promote the integration of migrants in Bulgaria. The position requires a proactive approach to managing project activities and ensuring that all operations align with IOM's mission and objectives.

Duties and Responsibilities:
  • Assist in the implementation and monitoring of project activities to ensure they meet established goals and objectives.
  • Collaborate with the National Project Officer to implement LMI activities, particularly those associated with the Migrant Information and Resource Center (MRC) in Sofia.
  • Provide comprehensive administrative, financial, and logistical support to project activities, ensuring compliance with established procedures.
  • Support the operations of MRCs across Bulgaria, including cities like Burgas, Varna, and Plovdiv, by facilitating referrals and maintaining accurate records of consultations provided.
  • Organize Bulgarian Language Training groups, keeping an up-to-date registry of beneficiary trainees and verifying their eligibility according to project requirements.
  • Maintain effective communication channels for information exchange with beneficiaries regarding migrant mobility and integration.
  • Prepare monthly reports detailing activities conducted by the MRC to ensure transparency and accountability.
  • Contribute data and insights for the preparation of final technical project reports, ensuring all information is accurate and comprehensive.
  • Provide guidance and training to new or junior staff members to enhance team capacity and effectiveness. 1
  • Perform any other related duties as assigned by supervisors to support the overall objectives of the project.

Required Qualifications:
Candidates must possess a high school diploma with five years of relevant experience, or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, along with three years of relevant professional experience. Additionally, candidates should have experience in liaising with governmental authorities, national and international institutions, United Nations agencies, and non-governmental organizations. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Previous work experience with international humanitarian organizations or EU donors is highly advantageous, as is familiarity with the challenges faced by migrants and refugees.

Educational Background:
The educational background required for this position includes a high school diploma combined with extensive relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. The degree must be from an accredited academic institution, ensuring that candidates have a solid theoretical foundation to support their practical experience in the field.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years if they possess only a high school diploma. Experience should include working with governmental authorities, international institutions, and NGOs, particularly in contexts involving migrants and refugees. Familiarity with the operational frameworks of international humanitarian organizations is also beneficial, as is experience in a multicultural setting.

Languages:
Fluency in Bulgarian is mandatory for this position, given the nature of the work and the target population. Proficiency in English is also required to facilitate communication with international stakeholders and to prepare reports. Knowledge of additional languages relevant to the migrant communities in Bulgaria would be considered an asset, enhancing the ability to engage effectively with diverse groups.

Additional Notes:
This position is classified as a full-time role, and while it is primarily based in Sofia, it may require travel to other cities in Bulgaria to support MRC operations.
