Job Overview:
The Monitoring, Evaluation, Accountability, Research and Learning (MEARL) Manager will lead the development and management of the consortium's Monitoring, Evaluation and Learning (MEL) framework specifically for the i-Work Program. This role is crucial in ensuring that the MEL framework aligns with the program's Theory of Change and VSO's Measuring Impact for Learning and Empowerment (MILE) approach. The ideal candidate will be responsible for designing and implementing effective M&E frameworks that not only track progress but also facilitate learning and adaptation throughout the program's lifecycle. This position requires a results-driven individual who can demonstrate a strong expertise in results-based management, indicator development, data quality assurance, and donor reporting across various programs. The MEARL Manager will also play a key role in fostering a culture of accountability and learning within the organization, ensuring that insights gained from monitoring and evaluation activities are effectively utilized to inform decision-making and improve program outcomes.

Duties and Responsibilities:

• Develop and manage the MEL framework for the i-Work Program, ensuring it is aligned with the program's Theory of Change and VSO's MILE approach.
• Design and implement monitoring and evaluation tools and methodologies that effectively capture program outcomes and impact.
• Ensure data quality assurance processes are in place and adhered to, including regular data audits and validation checks.
• Collaborate with program teams to develop relevant indicators and targets for measuring success.
• Prepare and submit timely donor reports that accurately reflect program progress and impact, ensuring compliance with donor requirements.
• Facilitate training and capacity-building sessions for staff and partners on M&E practices and tools.
• Lead the analysis of data collected through various M&E activities and provide actionable insights to inform program improvements.
• Foster a culture of learning and accountability within the organization by promoting the use of evidence in decision-making processes.
• Engage with external stakeholders, including donors and partners, to share findings and best practices in M&E. 1
• Stay updated on the latest trends and developments in monitoring and evaluation within the international development sector.

Required Qualifications:

• Proven experience in designing and implementing M&E frameworks within international non-governmental organizations (INGOs).
• Strong expertise in results-based management and indicator development.
• Demonstrated ability to ensure data quality and integrity in monitoring and evaluation processes.
• Experience in donor reporting and compliance, with a strong understanding of donor requirements.
• Excellent analytical skills with the ability to interpret complex data and provide actionable insights.
• Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams and stakeholders.
• Proficiency in using M&E software and tools for data collection and analysis.

Educational Background:
A relevant degree in social sciences, development studies, or a related field is required. A postgraduate qualification in monitoring and evaluation, public health, or a related discipline is highly desirable. Additional certifications in M&E methodologies or tools will be an advantage.

Experience:
A minimum of 5 years of experience in monitoring and evaluation, preferably within the international development sector. Experience in managing M&E for large-scale programs and working with diverse stakeholders is essential. Proven track record of successfully implementing M&E frameworks and producing high-quality reports is required.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia is an advantage but not required. Proficiency in other international languages may also be beneficial.
