Job Overview:
The position of Langtidsobservatører (Long-term Observers) for the ODIHR election observation mission in Serbia involves monitoring the electoral process during the early parliamentary elections. The observers will be responsible for assessing the electoral environment, including the conduct of the elections, the behavior of electoral stakeholders, and the overall adherence to democratic principles. The observers will be expected to provide impartial and objective reports on their findings, contributing to the overall assessment of the electoral process. This role requires a commitment to being available throughout the assignment period, as the exact dates for the mission have not yet been established. Candidates must ensure that their profiles are updated in the ODIHR database to be considered for nomination.

Duties and Responsibilities:

• Monitor the electoral process in Serbia, including pre-election activities, voting, and post-election procedures.
• Collect and analyze information regarding the electoral environment and report on any irregularities or issues encountered.
• Engage with local stakeholders, including electoral authorities, political parties, and civil society organizations, to gather insights and perspectives on the electoral process.
• Prepare and submit regular reports detailing observations and findings to the ODIHR.
• Participate in briefings and debriefings organized by NORCAP and ODIHR to discuss findings and share experiences with other observers.
• Ensure compliance with the guidelines and standards set by ODIHR for election observation.
• Undergo mandatory health checks and training as required by NORCAP prior to deployment.
• Be prepared to submit your passport for visa processing if required for the assignment.

Required Qualifications:
Candidates must possess a strong understanding of democratic processes and election observation principles. They should have experience in monitoring elections or similar activities, demonstrating the ability to work independently and as part of a team. Strong analytical skills and the ability to communicate findings clearly and effectively are essential. Candidates must also be adaptable and able to work in challenging environments, showing resilience and commitment to the mission's objectives. Familiarity with the political context of Serbia and previous experience in the region would be advantageous.

Educational Background:
A bachelor's degree in political science, international relations, law, or a related field is required. Advanced degrees or specialized training in election observation or democracy promotion would be considered an asset. Candidates should also have completed relevant training courses, such as the UN's BSAFE course, which is valid for three years, and any specific training related to election observation.

Experience:
Candidates should have prior experience in election observation or related fields, ideally having participated in similar missions within the last three years. Experience working in international environments and with diverse teams is highly valued. Previous roles in monitoring electoral processes, civil society engagement, or governmental oversight will be beneficial for applicants.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Serbian or other regional languages would be considered a strong advantage, enhancing the ability to engage with local stakeholders and understand the electoral context more deeply.

Additional Notes:
The position is a long-term observer role under the NORCAP framework, with a compensation and benefit package specifically designed for NORDEM observers. The salary range for this position is between 60,579 - 65,574 NOK per month, depending on experience and qualifications. Additionally, observers will receive a taxable disruption allowance of 10,647 NOK per month to cover minor expenses during the assignment. Other allowances, such as hardship and cost of living adjustments, may vary based on the specific assignment and location. Candidates must ensure that all required documents, including a scanned copy of their passport and an updated CV, are uploaded to their profile in the People system. It is also mandatory for observers who have not completed NORDEM's election observation course to take ODIHR's online course prior to deployment.
