Job Overview:
The HR Manager plays a crucial role in overseeing and implementing people and culture activities across designated IRC offices or departments. This position encompasses a wide range of responsibilities, from tactical to strategic HR functions. As a member of the local Leadership Team, the HR Manager is expected to contribute to setting strategic directions and solving operational challenges through their expertise in human resources. The HR Manager will work closely with the People & Culture Director and Labor Relations Team to ensure compliance with organizational policies, procedures, and relevant collective bargaining agreements, while also maintaining adherence to local labor laws. This role is based in San Diego and supports both the San Diego and Los Angeles offices, necessitating regular travel between the two locations.

Duties and Responsibilities:
The HR Manager's responsibilities include but are not limited to:
  • Supporting and driving progress in key areas of people and culture, ensuring adherence to the IRC Way, which emphasizes integrity, service, accountability, and equality.
  • Acting as a reliable source of HR policies and practices, responding to employee and supervisor inquiries while ensuring compliance with internal and external standards and labor laws.
  • Advising managers and leadership on people-related matters, including performance management and policy interpretation, to foster compliant and people-centered outcomes.
  • Facilitating the resolution of escalated employee welfare issues related to benefits, payroll, HRIS, and general inquiries.
  • Leading the intake and resolution of sensitive employee relations matters and workplace investigations.
  • Implementing collective bargaining agreements and maintaining constructive relationships with union representatives.
  • Leading initiatives to enhance organizational culture, drive employee engagement, and promote an inclusive workplace.
  • Overseeing the onboarding process for new staff and ensuring compliance with IRC standards.
  • Participating in talent management activities and developing local talent-development strategies. 1
  • Monitoring employee exits to ensure compliance with IRC standards for separation forms and exit surveys. 1
  • Managing electronic personnel records and preparing documentation for HR transactions. 1
  • Contributing to a nationwide P&C community of practice to align on best practices and troubleshoot shared challenges. 1
  • Managing background check procedures for staff and independent contractors. 1
  • Potentially managing a small team and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree, preferably in Human Resources or Business Administration, or equivalent experience. A Master’s degree in human resources management is considered a plus. Additionally, candidates should have a minimum of five years of progressively responsible experience in Human Resources, with PHR or SHRM-CP certification preferred. An advanced working knowledge of at least one HR discipline, such as employee relations, compensation and benefits, performance management, learning and development, organizational development, or labor relations, is essential. Prior experience in leading workplace investigations and resolving employee relations matters is required, along with experience in a unionized environment. Experience in a large, matrixed organization is also advantageous.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Human Resources, Business Administration, or a related field. A Master's degree in human resources management is preferred but not mandatory. Equivalent experience in the field may also be considered in lieu of formal education.

Experience:
The HR Manager position requires a minimum of five years of progressively responsible experience in Human Resources. Candidates should have a strong grasp of HR concepts, including federal and state employment laws, and must demonstrate the ability to adapt quickly to change and apply new information and skills to their work duties. Experience in a multicultural environment is also beneficial, as the IRC operates in diverse settings.

Languages:

The compensation for this position ranges from $81,252.55 to $94,430.64, depending on various factors such as the labor market, job type, internal equity, and budget.
