International Consultant - EMT Mental Health and Psychosocial Support

Job Overview:
The consultancy aims to provide technical expertise and training support for Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) in emergencies, specifically for the Emergency Medical Teams (EMT) initiative in the WHO's Western Pacific Region (WPR). The consultant will contribute to the implementation of the WHO/WPRO Pacific EMT Program for 2026–2028, focusing on strengthening MHPSS action in emergencies and applying MHPSS principles across the EMT Initiative. The role involves integrating MHPSS into EMT operations, developing training materials, and enhancing the MHPSS EMT Network, ensuring that mental health needs are addressed during health emergencies.
Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Integrating MHPSS into EMT Standard Operating Procedures (SOPs) for at least six EMTs, ensuring alignment with the EMT Blue Book standards and local referral pathways. 2) Supporting the implementation of technical standards for MHPSS Specialized Care Teams (SCTs) by developing guidance tools and training packages. 3) Integrating MHPSS content into national simulation exercises (SIMEXs) and facilitating MHPSS components during these exercises. 4) Delivering GEDSI-informed MHPSS training and materials for EMTs, adapting existing training resources to reflect Pacific cultural contexts. 5) Contributing to the EMT MHPSS Community of Practice (COP) by sharing best practices and challenges among EMTs. 6) Leading the development of publications on MHPSS standards for EMTs. 7) Managing data related to MHPSS training and reporting on program indicators. 8) Supporting emergency response efforts by assisting in the setup of EMTCC within national emergency structures during activations.
Required Qualifications:
Candidates must possess a terminal or doctoral degree in psychology or psychiatry, or a closely related field, with qualifications to practice independently. Specialized training in health emergency response and MHPSS in emergencies is desirable. Candidates should have at least 7 years of relevant professional experience in mental health and emergency response, including developing training materials and participating in health emergency responses. Familiarity with the IASC/UN emergency response system and experience in capacity strengthening of rapid response teams is also preferred.
Educational Background:
A terminal or doctoral degree in psychology or psychiatry (e.g., PsyD) is essential. Additional specialized training or certification in national/international health emergency/disaster response and MHPSS in emergencies is desirable.
Experience:
Candidates should have a minimum of 7 years of relevant professional experience at both national and international levels, focusing on mental health and emergency response. Experience in developing and delivering training for mental health or health emergency response is crucial. Desirable experience includes working with organizations involved in health emergency management and understanding the application of quality-assured MHPSS interventions.
Languages:
Excellent written and spoken communication skills in English are mandatory. Fluency in French is considered a strong asset, enhancing the candidate's ability to communicate in diverse contexts.
Additional Notes:
This consultancy is a part-time contract for 10 working days per month, with a potential duration of up to 11 months. The remuneration is set at USD 425 per day. The consultant will work remotely but must be available during working hours in Manila, Philippines, and Suva, Fiji. Possible travel may be required to various locations in the Western Pacific Region based on programmatic needs.
