Job Overview:
The Cluster Coordinator will play a pivotal role in the implementation of the i-Work program within the assigned cluster. This position is responsible for ensuring that the program is delivered consistently according to the agreed work plans, budgets, quality standards, and donor requirements. The Cluster Coordinator will manage a team of cluster-based members, fostering collaboration with local stakeholders to support inclusive, gender-transformative, and youth-centered pathways into internships, workforce readiness, and inclusive workplaces. The role requires a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on the program's objectives and outcomes. The Cluster Coordinator will also be expected to monitor and evaluate the program's impact, ensuring that it aligns with VSO's mission and values.

Duties and Responsibilities:

• Coordinate the implementation of the i-Work program within the assigned cluster, ensuring adherence to work plans and budgets.
• Manage and support cluster-based team members, providing guidance and fostering a collaborative team environment.
• Strengthen partnerships with local stakeholders, including businesses, educational institutions, and community organizations, to enhance program delivery.
• Monitor and evaluate program activities, collecting data and feedback to assess impact and inform future planning.
• Ensure compliance with donor requirements and quality standards in all program activities.
• Facilitate training and capacity-building initiatives for team members and local partners to enhance their skills and knowledge.
• Promote inclusive and gender-transformative practices within the program, ensuring that the needs of marginalized groups are addressed.
• Prepare reports and documentation for stakeholders, including donors, outlining program progress and outcomes.
• Represent VSO at meetings, workshops, and events, advocating for the program and its objectives. 1
• Contribute to the development of new program initiatives and proposals, leveraging insights gained from program implementation.

Required Qualifications:

• Proven experience in program coordination or management, preferably in the field of international development or social services.
• Strong understanding of youth employment, workforce readiness, and inclusive practices.
• Excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
• Demonstrated ability to work collaboratively in a team environment and manage team dynamics effectively.
• Strong organizational skills, with the ability to manage multiple tasks and priorities simultaneously.
• Proficiency in monitoring and evaluation methodologies, with experience in data collection and analysis.
• Knowledge of donor compliance and reporting requirements.
• Ability to adapt to changing circumstances and work in a dynamic environment.

Educational Background:
A bachelor's degree in social sciences, international development, business administration, or a related field is required. A master's degree in a relevant area would be an advantage. Additional certifications in project management or program evaluation are also desirable.

Experience:
A minimum of 3-5 years of relevant experience in program coordination or management, with a focus on youth employment or social inclusion initiatives. Experience working in Ethiopia or similar contexts is highly desirable, as is familiarity with local stakeholders and networks.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia would be an advantage, as it would facilitate communication with local stakeholders and communities.

Additional Notes:
