Job Overview:
The VSO Program Manager will lead the i-Work program across Central Amhara, Eastern Amhara, and Addis Ababa. This role is crucial in overseeing the delivery of the program, managing budgets, leading teams, and ensuring compliance with organizational standards. The focus of the program is on inclusive youth employment, internships, and workforce development, particularly targeting young women and marginalized youth. The Program Manager will be responsible for strategic planning, implementation, and evaluation of the program, ensuring that it meets its objectives and delivers impactful results. The role requires strong leadership skills, the ability to engage with various stakeholders, and a commitment to promoting gender and social inclusion in all aspects of the program.

Duties and Responsibilities:

• Lead the implementation of the i-Work program, ensuring alignment with VSO’s strategic objectives and compliance with donor requirements.
• Manage program budgets, ensuring effective financial oversight and reporting.
• Oversee the recruitment, training, and management of program staff and volunteers.
• Develop and maintain partnerships with local organizations, government bodies, and other stakeholders to enhance program delivery.
• Monitor and evaluate program outcomes, using data to inform decision-making and improve program effectiveness.
• Ensure that the program promotes gender equality and social inclusion, addressing the needs of marginalized groups.
• Facilitate capacity-building initiatives for local partners and stakeholders to enhance their ability to support youth employment and workforce development.
• Represent VSO at meetings, conferences, and other events to promote the organization’s work and advocate for youth employment issues.

Required Qualifications:

• Proven experience in managing large donor-funded development programs, particularly in the areas of youth employment and workforce development.
• Strong understanding of consortium and grant management processes.
• Excellent stakeholder engagement skills, with the ability to build and maintain effective working relationships.
• Demonstrated leadership skills, with experience in managing diverse teams.
• Strong financial management skills, with experience in budget preparation and oversight.
• Knowledge of safeguarding policies and practices, particularly in relation to vulnerable populations.

Educational Background:
A bachelor’s degree in a relevant field such as international development, social sciences, or business administration is required. A master’s degree in a related field is preferred and may enhance the candidate's competitiveness for the role.

Experience:
A minimum of 5 years of experience in program management, particularly in the context of international development and youth employment initiatives. Experience working in Ethiopia or similar contexts is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Amharic is an advantage and would enhance communication with local stakeholders.
