Job Overview:
The Technical Programme Officer will play a crucial role in the implementation of the EAC regional component of the PROSPECTS Partnership Programme, which aims to enhance socio-economic inclusion for forcibly displaced persons and strengthen host communities. The officer will provide coordination and technical support, working closely with the East African Community (EAC) Secretariat and various stakeholders to ensure effective program delivery. The position requires a deep understanding of the challenges faced by displaced populations and the socio-economic dynamics of the region. The officer will assist in managing program activities, ensuring alignment with international labor standards, and facilitating collaboration among various partners, including government agencies, NGOs, and international organizations. This role is pivotal in advancing the ILO's mission to promote decent work and social protection for all, particularly in the context of forced displacement and regional integration.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as economics, development studies, social sciences, law, or public administration. Alternatively, a first-level university degree (Bachelor’s or equivalent) combined with two additional years of relevant experience will be accepted. The role requires at least five years of professional experience at the international level in areas related to forced displacement, skills development, decent work, and regional economic integration. Familiarity with ILO policies and experience working with regional bodies and UN agencies will be advantageous. Candidates should demonstrate strong analytical skills, the ability to draft policy-oriented documents, and experience in managing complex projects.
Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields such as economics, development studies, social sciences, law, public administration, international trade, or regional integration. A first-level university degree (Bachelor’s or equivalent) in a relevant field, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor markets, social protection, and the socio-economic challenges faced by forcibly displaced persons.
Experience:
The position requires a minimum of five years of relevant professional experience, including work at the international level. Candidates should have experience in areas such as forced displacement, skills development, decent work promotion, and regional economic integration. Experience working with Regional Economic Communities (RECs) and coordinating regional policy and technical activities is highly desirable. Familiarity with ILO policies and procedures, as well as experience in implementing durable solutions for refugees and host communities, will be considered an asset.
Languages:
Excellent command of English is mandatory for this position. Given that the East African Community includes a Francophone member state (Burundi), a good working knowledge of French is considered an advantage. Proficiency in additional languages may enhance a candidate's suitability for the role, particularly in facilitating communication with diverse stakeholders across the region.
Additional Notes:
The position is a fixed-term contract for a duration of 12 months, with the possibility of extension subject to availability of funds and satisfactory performance. - Assisting the Chief Technical Adviser (CTA) in the day-to-day management of the PROSPECTS Partnership Programme, ensuring that all components are implemented effectively and in accordance with the work plan.
- Providing technical inputs for planning, monitoring, and evaluating program activities, and managing assigned funds and budgets.
- Supporting the EAC Secretariat and Partner States in implementing regional policies and strategies relevant to forcibly displaced persons (FDPs) and host communities.
- Strengthening regional frameworks for skills recognition and qualifications to facilitate labor market integration for FDPs.
- Coordinating with various stakeholders, including government ministries, social partners, and civil society organizations, to promote collaboration and avoid duplication of efforts.
- Preparing technical progress reports and contributing to knowledge management by documenting lessons learned and best practices.
- Supporting resource mobilization efforts by developing project proposals and engaging with donors.
- Performing other duties as assigned by the direct supervisor, which may include undertaking missions related to program implementation.
