Job Overview:
The Health Financing Specialist will be part of the Health Analytics and AI Unit (HAAU) embedded within the National Health Authority (NHA). This role is crucial for addressing key health financing questions related to the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), which is one of the largest health assurance programs globally. The Specialist will contribute to establishing financial sustainability for AB PM-JAY while scaling towards Universal Health Coverage. The position requires transforming claims, utilization, and cost data into actionable insights for package design and pricing decisions, thereby shaping the analytical agenda of the HAAU.

Duties and Responsibilities:
The Health Financing Specialist will be responsible for bringing health-financing and health-economics expertise to the HAAU. Key responsibilities include:
  • Working on benefit-package selection, evidence-based pricing, strategic purchasing, and assessing the cost-benefit of beneficiary inclusion.
  • Supporting claims transparency as hospitals transition to the National Health Claims Exchange (NHCX).
  • Analyzing claims, utilization, and cost data to inform package design and purchasing decisions.
  • Designing and modeling financing options and quantifying their fiscal impact.
  • Producing options papers and recommendations for senior NHA leadership.
  • Ensuring compliance with privacy and data governance standards as per the DPDP Act 2023 and SAHI.
  • Performing additional responsibilities as assigned by WJCF and NHA leadership.

Required Qualifications:
Candidates must possess a Bachelor's or Master's degree in health economics, public health, public policy, or a related field. A minimum of 8 years of experience in health financing or health economics is required, preferably with publicly funded health-insurance schemes. Candidates should have a strong understanding of health-financing mechanisms, applied costing skills, and the ability to analyze data for pricing and purchasing evidence. Familiarity with beneficiary management and eligibility assessment in cost-benefit terms is also essential.

Educational Background:
The position requires a Bachelor's or Master's degree in health economics, economics, public health, public policy, or a closely related field. This educational background is crucial for understanding the complexities of health financing and economics, which are central to the role.

Experience:
The ideal candidate should have at least 8 years of relevant experience in health financing or health economics, particularly in the context of publicly funded health-insurance or health-assurance schemes. This experience is vital for effectively addressing the challenges and responsibilities associated with the role.

Languages:
Fluency in English is mandatory for this position. Additionally, fluency in Hindi or another Indian language is considered an advantage, as it may facilitate communication within diverse communities and stakeholders.
